| Description: | The proposed project consists of the installation of a new SCADA system at all the Town’s existing well sites, replacement and installation of new electrical components at Well #101, Well #102, and Well #104, and the installation of new emergency generators at Well #102 and Well #104. Separate sealed bids for the Town of Tabor City for Water Supply Well Improvements will be received at the office of Tabor City Town Hall, 1108 East 5th Street, Tabor City, NC 28463 on May 12th, 2026, at 2:00 pm, then at said office to be publicly opened and read aloud. The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Information for Bidders, Bid Form, Contract Plans, Specifications, Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following: Copies may be obtained from the office of LKC Engineering, PLLC, 390 W. Pennsylvania Avenue, Southern Pines, NC 28387, upon non-refundable payment of $500.00 (Half or Full Size) for each set. A Pre-Bid Conference will be held at Tabor City Town Hall, 1108 East 5th Street, Tabor City, NC 28463 on April 14th, 2026, at 11:00 AM. All project related questions are to be submitted in writing to LKC Engineering, PLLC, 390 W. Pennsylvania Avenue, Southern Pines, NC 28387. This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG), as administrated by the North Carolina Department of Environmental Quality/Division of Water Infrastructure. All federal CDBG requirements will apply to the contract: Bidders on this work will be required to comply with Section 109 and E.O. 11246 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, Davis Bacon Act, Anti-Kickback Act, and Contract Work Hours and Safety Standards Act. The Town of Tabor City is committed to and supportive of efforts to effectively maintain and/or increase the use of Small, Minority/Women-Owned Business, Veteran-Owned, and Historically Underutilized Businesses (HUB) contract participation for construction projects, services (including professional and consulting services) and commodities purchases, AND increase contract participation to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. This project is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction [include relevant materials based on HUD implementation chart] materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022. No contract may be awarded to any contractor that is debarred, suspended or otherwise ineligible to participate in Federally assisted contracts or programs. Any contract awarded to a prime contractor or subcontractor that is found to be ineligible for award must be terminated immediately. Prior to contract award prime contractors are to be actively registered, with no exclusions, with SAM.gov and not on NC Debarred Vendors list, to determine eligibility/debarment status. No bidder may withdraw his/hers bid within 3 days after the actual date of the opening thereof. The Town of Tabor City reserves the right to waive any informalities or to reject any or all bids.
