REQUEST FOR INFORMATION
1.0 INTRODUCTION
THIS IS NOT A SOLICITATION.
The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) is issuing this Request for Information (RFI) as market research to determine the availability of vendors that have the capability to support VA in providing a Provider Directory in support of active and non-active Community Care Providers.
This RFI constitutes neither a Request for Quote (RFQ), Request for Proposal (RFP), nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. The VA is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted because of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI.
The information provided may be used by VA in developing its acquisition strategy Product Description (PD) or Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. Product information, brochures, part numbers, and/or other description information may be included with the submission.
This notice is issued solely for information and planning purposes. No funds have been authorized, appropriated, or received for this effort.
2.0 BACKGROUND
A consolidated provider directory capability is needed to enable VA, Veterans, and Beneficiaries to find and schedule care with community care providers with accurate and timely data. The goal of VA s Provider Directory will be to display a comprehensive listing of all providers and accommodate scalability for future growth of VA programs and other related program initiatives needed to enhance access to care for Veterans and beneficiaries.
VA is seeking input from industry based on best practices related to a comprehensive provider directory and additional feedback on areas VA should consider related to optimizing VA s ability to find providers and support access to care for Veterans and beneficiaries.
3.0 REQUEST FOR INFORMATION
In response to this RFI, VA Integrated Veteran Care seeks to gain industry feedback on the DRAFT Product Description (PD) and To-Be Architecture in support of a robust provider directory. Please respond with suggested approaches/ recommendations to the attached PD, To-Be Architecture diagram, Vendor Questions, and RFI Respondent Information. Responses should not exceed 7 pages, single-spaced standard 1-inch margins and in a 12-point font. Responses to this RFI shall be submitted via email, with filename - directoryrfi-name of your company - to William.Freer@va.gov, debra.clayton2@va.gov and kyle.maccia@va.gov no later than May 28, 2025 at 3 PM EDT.
3.1 VENDOR QUESTIONS
Describe your company s experience with providing emerging technology solutions that supports provider data accuracy, validation, and integrity in accordance with PD Section 2.1.
Discuss your company s demonstrated experience in managing large volumes of provider data and scalability to meet evolving needs and new requirements over time in accordance with PD Section 2.1.
Discuss your company s ability and expertise to quickly evaluate and meet FedRAMP compliance based on a Moderate level in accordance with PD Section 2.2 and 6.3.1. For any software solution you offer, please state whether it currently has FedRAMP approval and at what level. Also state whether your solution currently has VA authority to operate.
Describe your company s experience in providing real time notifications and transparent issue resolution in a shared platform/integrated system in accordance with PD Section 2.1.
Describe your company s experience in supporting federally mandated information exchange standards (e.g., APIs, FHIR) to enable interoperability with provider directory information in accordance with PD Section 2.1.
Provide your company s expertise on the pros and cons for VA owning the provider directory compared to a subscription of as-a-service solution.
What pricing models do you offer for your provider directory solutions (e.g., subscription-based, usage-based, tiered pricing)? Please provide a general overview of how these models are structured.

How are licensing agreements typically structured for your provider directory solutions? For example, do you offer enterprise-wide licensing, unlimited user licenses, user-based tiers, or other models?
Does your pricing model include volume-based discounts or scalability options for larger networks of users or providers? If so, please describe how these discounts or scalability adjustments are applied.

Socioeconomic data: If a small business, what type of small business are you? Are you able to comply with federal acquisition regulations clause 52.219-14, Limitations on Subcontracting in execution of this effort? Are you able to comply with VAAR 852.219-73, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, 852.219-75, VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction and with subcontracting limitations in accordance with 13 CFR 125.6 in execution of this effort? This information will assist in determining whether a set aside may be appropriate for this effort.
