The Library of Congress (Library) requires a contractor to replace the independent HVAC unit that conditions the Secured Storage Facility (SSF) that holds the institution’s priceless National Treasures. The existing unit was first built 30 years ago and received an overhaul in 2006. In the past two years, loss of pressure has caused equipment malfunction. When investigated, the drop in pressure was attributed to small leaks in the refrigeration system, which in turn has required the periodic addition of refrigerant to ensure maintenance of the prescribed collection environment. The constant addition of refrigerant is not a sustainable long-term strategy. Moreover, the process of adding refrigerant itself heightens the risk of creating more leaks.



Comprehensive refurbishment of the unit, if even possible, cannot be completed onsite as the service would require hot work in very close proximity to the National Treasures and would need to be conducted after hours. Finally, the existing electronic controls have become obsolete. Therefore, given the low reliability of having the unit comprehensively repaired, coupled with unacceptable risk to the Treasures, replacement of the existing HVAC unit is the safest and most effective strategy going forward.



Contractor must ensure technical resources exist to maintain and repair the new HVAC unit onsite at the Library under separate contract after the initial warranty period.



The Library anticipates a robust competition. Therefore, the Library has instituted a Two-Phase Down-Select process which involves an initial response to demonstrate offeror meets the minimum qualifications for Phase One. The Phase One quotation is due no later than 12/02/2024 at 12:00 PM Eastern Time. If offeror's quotiation passes Phase One, offeror shall be able to attend a one-time site visit at the Library. Offeror shall RSVP for the site visit per the solicitation requirements and continue to Phase Two. The Phase Two response is due no later than 01/16/2025 at 12:00 Noon.



Offeror is strongly encouraged to read solicitation sections L and M carefully for a comprehensive explanation of the instructions for the responses and of how the Library will evaluate the responses. The Library's responses to offeror questions will be posted as amendments to the solicitation at the same page where the solicitation is located.
