Summary

The California Department of Public Health (CDPH) is one of several organizations in California that receive grant funding from the United States Department of Agriculture (USDA) Supplemental Nutrition Assistance Program-Education (SNAP-Ed). SNAP-Ed is known as CalFresh Healthy Living (CFHL) in California. CDPH issues funding to Local Implementing Agencies (LIAs) for CFHL service delivery through Local Health Departments (LHDs) or their designees. Solano Public Health is seeking highly qualified agencies to assist with the implementation of the CFHL program.

CDPH CFHL program highlights four programmatic priorities that integrate nutrition education, policy, systems, and environmental (PSE) change approaches on multiple levels to support community health goals and address obesity prevention. These priorities must be incorporated into the overall workplan:

      1. Advancing Equity and Decrease Disparities
      2. Healthy Beverage Consumption and Purchases
      3. Supporting PSE Change at the Community Level
      4. Reaching and Impacting Youth

Solano Public Health seeks to support the implementation of the CFHL program through granting a contract with agencies to advance program priorities and complete components of the CFHL Integrated Work Plan (IWP) with low-income Solano County populations.

Solano Public Health has allocated up to $125,000 per year for 3 years with an option to renew for 2 years. A total of up to $375,000 is available through this RFP.

Non-profit organizations, for-profit organizations, school-based organizations and local cities with a high proportion of residents with low incomes are eligible to submit proposals. Agencies not traditionally providing services for Solano County are encouraged to propose.

Background

CalFresh Healthy Living implements integrated programs and activities using evidence-based interventions related to improving healthy eating and active living behavior and environments. Implementing agencies are expected to serve CalFresh eligible populations, low-income individuals (i.e., sites and settings serving ≥ 50% of persons with household incomes of ≤185% of the Federal Poverty Level), schools where at least 50% of children receive free or reduced price meals, and those who are disproportionately impacted by obesity and chronic diseases related to diet and physical activity.

CalFresh Healthy Living programming includes direct education, interactive classes that engage participants in learning about nutrition and physical activity, as well as Policy, Systems, and Environmental Change (PSE) interventions that increase access to healthy food, promote healthy dietary choices and expand opportunities for physical activity. To the extent possible, these approaches should address the coexistence of food insecurity and diet-related chronic diseases, prioritize comprehensive multilevel and/or public health approaches with the potential to reach historically underserved populations.

The focus of CDPH CFHL is upstream public health approaches and individual and organizational health promotion to help the CFHL target audience establish healthy eating habits, a physically active lifestyle, and for primary prevention of disease. CDPH CFHL offers a comprehensive public health approach that enables partners to work together to prevent obesity and serve California’s individuals and families with low incomes.
