RFQ SUMMARY:
To contract with one (1) One-Stop Operator under the Workforce Innovation and Opportunity Act
(WIOA) of 2014 for the Larimer County Local Workforce Development area.
This solicitation is funded with federal funds and the Consultants must comply with all applicable federal
laws, regulations, and requirements. See Attachment A - Professional Services Agreement and read

1. INTENT
Larimer County Economic and Workforce Development (LCEWD) intends to contract with one (1) One-Stop
Operator under the Workforce Innovation and Opportunity Act (WIOA) of 2014 for the Larimer County Local
Workforce Development area.
*** No third-party contracts or subcontracts will be allowed ***
The One-Stop Operator, in a Consultant role, will play a critical part in supporting the LCEWD and the Larimer
County Workforce Development Board (WDB) by facilitating, coordinating, negotiating, and amending
Memorandums of Understandings (MOUs) with partners identified in the WIOA. The One-Stop Operator will
also monitor the service delivery and performance goals identified in the MOU’s and help coordinate enhanced
service delivery in the workforce area. Please refer to the Scope of Work for a detailed description of the
role and responsibilities for the One-Stop Operator.

WIOA’s focus is on further enhancing the high-quality workforce system by continuing to align investments in
workforce, education, and economic development to regional in-demand jobs. WIOA places greater emphasis
on local resource coordination to better meet the needs of job seekers and businesses. Inclusive in the
requirements under WIOA is the necessity to competitively select a One-Stop Operator to support the
implementation of Memorandums of Understanding (MOU) within the local area. In the Larimer Area, the
Workforce Development Board is responsible for selection and oversight of the One-Stop Operator.
The Larimer County WDB is composed of regional representatives of business, education, labor organizations,
community-based organizations, economic development organizations, one-stop partners, and other
representatives determined by WIOA.
Under WIOA, each mandated partner is required to enter into a MOU with the Larimer County Workforce
Development Board and the LCEWD that outlines the service delivery and financial relationship for co-located
partners and service delivery, coordination, and ‘cost sharing’ for non-co-located partners.

2. QUALIFICATIONS
Qualifications, at a minimum, include the following and need to be documented explicitly in the Consultant’s
quote.
1. Consultant must operate pursuant to 20 C.F.R.§678.600.
2. Consultant must have no improper, unethical, or illegal relationships or conflicts of interest between or
among the respondent, Larimer County WDB, the required Larimer Workforce Area partners, and any other
parties to this RFQ.
2.1. The Consultant is responsible for disclosing, in their quote submission, any such relationships. The
Larimer County WDB reserves the right to determine the materiality of such relationships, when
discovered or disclosed, and to decide whether or not respondent disqualification and/or cancellation
shall be at no fault or liability to the Larimer County WDB.
3. Consultant must have knowledge of and experience with the workforce development system and the
WIOA.
3. SCOPE OF WORK
The role of the One-Stop Operator is to assist with implementing the Board’s priorities and through
collaboration, coordinating required one-stop partner activities as outlined below to strengthen the talent
development ecosystem.
Under the direction of the WDB, and in partnership with LCEWD, the One-Stop Operator is responsible for, but
not limited to, the following:
1. Draft MOUs using a standard template format approved by the partners and Larimer WDB, obtain
consensus among the affected partners, outline results of negotiated costs, track and monitor the MOUs
approval, and signature processes.
2. Coordinate with the WIOA mandated partners (9-12 partners) for the establishment, creation, and
monitoring of Memorandums of Understanding (MOU) as required by Colorado Department of Labor and
Employment (CDLE). All parties must enter into good faith negotiations. If agreement is not reached, any
party to the MOU may request assistance from the WDB, LCEWD, CDLE, the Governor or other
appropriate parties on aspects of the MOU.

3. The One-Stop Operator will provide completed and fully executed MOUs to all mandated partners by the
due date established by the Colorado Department of Labor and Employment.
4. Convene partner meetings, develop meeting agendas, facilitate meetings, and prepare/distribute meeting
notes to enhance service delivery in the workforce area.
4.1. At least one (1) but no more than two (2) annually.
5. Establish protocol(s), in partnership with the mandated partners, Larimer WDB and LCEWD, for monitoring
adherence and successes achieved through the MOUs and make recommendations to the WDB as
necessary.
6. Bi-annually attend and provide updates at the WDB Executive Committee.
7. Prepare a semi-annual report to the WDB and mandated partners regarding the progress and performance
of the partnerships, as outlined in the MOUs, across the workforce system.
8. Provide an opportunity for all mandated partners to review the report, and provide input, prior to release
and/or presentation to the WDB. Responsibility for enforcing non-compliance and/or challenge areas
regarding the MOUs is held by the WDB.
9. Annually, at a minimum, formally present the report(s) to the WDB Executive Committee.
10. Annually, at a minimum, formally organize, facilitate, and lead one customer-based focus group and
provide a written summary report outlining learning opportunities and recommendations on service
improvements.
4. AWARD AND CONTRACT
A formal agreement will be awarded to the vendor with the most responsible, responsive, reasonable quote,
deemed the best value, best fit, and most advantageous to Larimer County. To assist in the decision for
award: interviews may be held, background checks may be performed, references may be contacted, and
other inquiries may be taken to determine the abilities of the Contractor.
The term of the agreement will be one (1) year starting July 1, 2026. The County, at its sole option, may offer
to extend this contract for up to three (3)) additional one-year terms. The extension option may be exercised
providing satisfactory service is given, and must be mutually agreed upon in writing, by and between the
County and the Award Vendor.
A Sample of Larimer County’s “Professional Services Agreement” is included with this Request for quote as
Attachment A - Professional Services Agreement. Any exceptions or requested additions to the attached
agreement must be stated and submitted with your quote; these requests will not be accepted after the quote
has closed. The County makes no guarantee of any changes or concessions but will review and consider all
requests submitted.
Upon Notice of Award, the Award Vendor will be required to submit a valid Certificate of Insurance (COI) that
meets, at a minimum, the Insurance Requirements published in the solicitation. This valid COI must be
received by Larimer County within 10 calendar days of the Notice of Award and must include Larimer County
listed as Additional Insured and Certificate Holder. Work may only begin after the COI has been approved by
Risk Management.
5. INSURANCE REQUIREMENTS
BEFORE submitting your company quote, confirm with your insurance carrier that your company can meet the
insurance requirements published in the solicitation. Your company insurance coverages should be correctly
noted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor possess
appropriate insurance at all times during the contract; these coverages are purchased at the company's
expense. The County’s insurance requirements may necessitate a company adding or increasing
coverage/limits, and those changes may impact pricing for the proposed project. These costs must be included
in your pricing at the time of submission and will not be permitted to be added later.
Prior to commencement of any work, contractor/vendor shall provide a Certificate of Insurance issued to
Larimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate Holder. The
insurance required herein shall be procured and maintained in full force and effect for the duration of the

Contract or Agreement and shall be written for not less than the following amounts, or greater if required by
law. Such certificate shall be delivered to InsuranceCert@larimer.org.

9. Minimum required limits set forth herein may be met by utilizing a combination of excess/umbrella policies
in conjunction with primary insurance policies if necessary.
10. General Liability and Automobile Liability insurance policies shall include Larimer County and its
elected and appointed officials and employees as additional insureds as their interests may appear.
11. The County reserves the right to reject any insurer it deems not financially acceptable by insurance
industry standards. Insurance Companies shall be licensed to do business in the State of Colorado and
shall have an AM Best rating of not less than A- VII.
12. Notice of Cancellation: Each insurance policy required by the insurance provision of this Contract or
Agreement shall provide the required coverage and shall not be suspended, voided, or canceled. Should
any of the required policies be canceled before the expiration date, notice shall be delivered to Larimer
County, 200 West Oak St. Suite 4000, Fort Collins, CO 80521 or InsuranceCert@larimer.org.
13. Subcontractors: If subcontractors are used by contractor/vendor in the performance of contracted
services, all subcontractors are required to carry insurance coverage consistent with the limits as listed in
this document and the subcontractor must include Larimer County an additional insured as described in
section VII.
ANY DEVIATIONS FROM THE STANDARDS GIVEN ABOVE MUST BE APPROVED BY THE LARIMER
COUNTY RISK MANAGEMENT DIVISION.
6. GENERAL INSTRUCTIONS TO RESPONDENTS
6.1 Artificial Intelligence (AI) Disclosure:
Portions of this solicitation may have been prepared or modified with the assistance of Artificial Intelligence (AI)
technologies. All such content has been reviewed, verified, and approved for accuracy and compliance by the
Purchasing Agent prior to issuance.
6.2 Cooperative Purchasing:
Other governmental entities may piggyback on the award of this solicitation, assuming the award vendor is
amenable, and should contact Larimer County Purchasing for any necessary procurement documents. The
entity will deal directly with the award vendor concerning the placement of Purchase Orders, freight charges,
contracting and disputes, invoicing, and payment. Larimer County will not be held liable or responsible for any
liability, claims, costs, damages, demands, actions, losses, judgments or expenses incurred by the vendor or
any government entity relating to such use.

No quote is contingent on the purchase of all items listed. The right is reserved to reject any and all quotes or
parts thereof. Prices and terms must remain in effect until a contract has been executed.
6.5 Reasonable Accommodations:
Per the Americans with Disabilities Act (ADA), Larimer County will provide reasonable accommodation to
qualified individuals with a disability who need assistance. Services can be arranged with at least seven (7)

6.6 Regulatory and Legal Compliance Requirements:
No vendor awarded a solicitation will be federally debarred. Such debarment will be checked through the
System for Award Management, at www.sam.gov.

Domestic Preferences (2 CFR 200.322)
When federal funds are used, Larimer County to the greatest extent practicable and consistent with law, may
provide preference for the purchase, acquisition, or use goods, products, and materials produced in the United
States. This includes, but is not limited to, iron, aluminum, steel, cement, and other manufactured
products. The requirements of 2 CFR 200 must be included in all subawards, contracts, and purchase orders
under Federal awards.
