This solicitation is to establish a Service Contract to provide Laundry Services as specified for the
Louisiana Department of Health for an initial 1-year period beginning with July 1, 2026 or date of
award, whichever is later, and ending June 30, 2027. At the option of the State of Louisiana and
acceptance by the Contractor, this contract may be renewed for two additional 12-month periods at the
same prices, terms and conditions. Total contract time not to exceed 36 months.

It is the intent of the State to award this contract on an all-or-none basis to the overall lowest
responsive, responsible bidder meeting the specifications. The State further reserves the right to
reject individual line items from the award.

Vendor to Clean, Process, & Manage the Inventory
process by providing a Linen Replacement program.
Replacement program is to Replace all Torn, Tattered, &
Stained Linens. Linen will consist of flat sheets, fitted
sheets, pillowcases, blankets, towels, pads & washcloths.
Vendor shall observe the National Standards Infection
Control precaution set forth by the Joint Commission
Center for Medicare & Medicaid (CMS), Association for
professionals in Infection Control & Epidemiology (APIC),
Healthcare Laundry Accreditation Council (HLAC),
Occupational Safety & Health Administration (OSHA) &
the Centers for Disease Control (CDC) for prevention of
the spread of infection processing our laundry.
Quality Control:
Vendor providing laundry service to Pinecrest will provide
at a minimum: on a Quarterly basis, evidence of
adherence to the above referenced National Standards
through established Quality Control methods verifying that
Pinecrest laundry has been processed appropriately thus
preventing the risk of infection. This information will be
made record in the Quarterly Infection Control Committee
Meeting.
Monthly Invoice/Statement will be submitted to Agency.
The Invoice shall refer to the Delivery Packing Slip,
Delivery Date, Purchase Order Number, Quality, Unit
Price, & Total Cost. All Invoice & Packing slips are to be
Numbered & Dated. Agency will Reconcile Monthly
Invoice to Packing Slips.
Agency Requires the following Reports:
Soiled Linen Report: Linen counted & reported on a
Soiled Receive Manifest stating Item & Quantity Daily.
Quarterly Culture Report: Clean Linen & inside linen
carts/hampers showing zones of bacteriostatic inhibition
on clean linen & inside of linen carts/hampers used to
deliver & pick up linen at the Agency.
Quarterly Laboratory Testing: Clean linen to include
sanitary score, intestinal group bacteria, PH by the
colorimetric method, absorbency test, AOAC
Bacteriostatic activity test & dispersion test.
