Scope of Services
The purpose and intent of this term contract is to establish firm, fixed percentage (%)
education discount prices, for the purchase and delivery of new and used books, textbooks,
workbooks, handbooks, audio books, e-books, library books, classroom books, magazines, prebound books, publications, ancillary services, and any other related items and educational
materials for the School Board of Marion County, Florida on an “as needed” basis only.

Exclusion: The following items are excluded and shall not be ordered using this bid.
• Technology: Cameras, Radios, Projector Screens, Sounding Systems, Computers and Peripherals, Copiers, Printer, etc.
• Furniture: Tables, Chairs, Desks, Bookcases, etc.
• Security Systems
• Equipment: Athletic Equipment, Culinary Equipment, Smallwares Supplies and Equipment, Medical Equipment, etc.
• Curriculum: Manipulatives, such as games, various shaped counters, blocks, dice, puzzles, rugs,
dolls, dollhouses, etc.
• Office Supplies and Teaching Supplies: Pencils, Staplers, Notebooks, Journals, Pens, Crayons, etc.
• Art Supplies: Paint of any type, Canvas, brushes, paper of any type, crayons, etc.
• Online Services: Online services and/or licenses that require any data sharing of student, teacher, and/or parent information that would require a Data Share Agreement or any online services that would require a Goods and/or Service Agreement.
As well as, any other items not mentioned above that are not related to New and Used Books,
Educational Materials and Other Related Materials.
The School Board prefers the bidders to provide a firm fixed percentage (%) discount from
prices listed on vendors website or web portal however, if a bidder is unable to provide a
website or web portal, the bidder may provide a firm fixed percentage (%) discount from the
vendors most current catalog(s), CD(s), printed price sheets(s), or local in store pricing.
Firm Fixed percentage discounts shall be applied to all items on the preferred vendor’s
website/web portal or from bidder’s most current catalog(s), printed price sheet(s) or local in
store pricing if website/web portal is not available.
Bidder should not provide or include fixed percentage discounts from other School Board bid
awards or from Florida State Contracts or any other awarded contract. The School Board
reserves the right to bid separately any item if deemed to be in the best interest of the District.
Unless a change is deemed to be in the best interest of the School Board, there shall not be any
discount adjustments during the term of this bid and any possible renewals. All fixed
percentage discounts shall remain firm throughout the term of this bid and any possible
renewals.
Sales promotions involving greater price reductions than bid may be conducted for a specified
lesser period and made available to the School Board and other governmental agencies within
the State of Florida.
The School District currently has a bid in place that provides discount pricing that meet or
exceeds the current State of Florida contract pricing and therefore, it is in the best interest of
the District to issue this bid.
Prior to the release of this Invitation to Bid (ITB), a review of State of Florida purchasing
agreements and state term contracts available under §287.056, Fla. Stat. (2024) was conducted
to determine if their use would be economically advantageous to the District.
