This is a FORMAL combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested, and a written solicitation will not be issued.
The solicitation number is M6700425R0001 and is issued as a Request For Proposals (RFP).
The incorporated provisions and clauses contained in this announcement are those in effect through Federal Acquisition Circular 2024-06 effective 08/29/2024. Offeror’s are required to complete all representations and certifications contained in this solicitation.
This is a 100% HUBZone Set-aside using NAICS 488390, Other support activities for Water Transportation, with a size standard of $21.5M. This industry comprises establishments primarily engaged in providing services to water transportation (except port and harbor operations; marine cargo handling services; and navigational services to shipping). Illustrative examples for this primarily are marine cargo checkers and surveyors, floating drydocks (i.e., industry comprises establishments routine repair and maintenance of ships), and ships scaling services not done at dry docks. The selected NAICS code was determined to be the correct one for this requirement as this equipment consists of routine maintenance and repair of floating equipment aboard ships.
The following Contract Line Items will be used for this contract and ALL Services. NWAMS Over and Above, Travel/ODCs, Extended Workdays, and Contractor acquired property pricing will be provided at time of contract award based upon budget constraints. All Offerors are to price CLIN 0001 (Option) and ALL NWAMS II Services SLINs (all the AA SLINs) and include in Volume III Cost/Price along with the instructions contained in FAR 52.212-1 Instructions to Offerors – Commercial Products and Services with the Section L addendum. The Government shall provide all other pricing based upon budget constraints.
