Marine Engine Repower and Electronics Modernization
1998 21’ Zodiac Police Patrol Vessel
1. Notice of Request for Bids
The Scituate Police Department is soliciting bids from qualified and experienced marine service
providers to furnish all labor, materials, equipment, and services necessary to complete a
marine engine repower and electronics upgrade on a 1998- 21’ Zodiac police patrol vessel. This
vessel is utilized for active law enforcement, patrol, and emergency response operations and
requires improved reliability, performance, and modern navigation/communication capabilities.
2. Vessel Description
Manufacturer: Zodiac
Year: 1998
Length: 21 feet
Hull Type: Rigid Inflatable Boat (RIB)
Service Use: Police / Public Safety
Existing Engine: 2012 Yamaha 200 HP outboard w/ approx. 1000 hrs (to be removed)
Existing Electronics: Raymarine GPS / Chartplotter (to be removed)
3. Scope of Work
A. Engine Repower
The contractor shall remove the existing 2012 Yamaha 200 HP outboard engine and provide
and install a new (model year 2025 or newer) Yamaha 200 HP outboard engine suitable for
continuous public safety operations.
Minimum Requirements:
New, current-model (2025 or newer) 200 HP (4 stroke) Yamaha outboard engine
Removal and proper disposal of existing engine (existing engine to be traded in as
credit towards project with dollar amount displayed on quote)
Complete rigging including controls, gauges, wiring, and hoses- all digital/electronic
(no mechanical rigging or power steering- all “fly-by-wire”)
Stainless steel propeller
Integration of electronic power steering system
Compliance with manufacturer specifications, ABYC standards, and U.S. Coast Guard
regulations
Engine break-in and performance verification
To inspect and replace (if needed) both existing fuel tanks
o Currently the port side fuel fill is not functioning (unknown reason)
Bids shall include:
Warranty coverage- duration for manufacturer’s warranty as well as any opportunity
for extended warranty coverage
B. Marine Electronics Modernization
The contractor shall provide and install new marine electronics appropriate for law enforcement
patrol use.

Garmin 8610 or 9210 GPS / Chartplotter
Garmin GT51M Transducer
Garmin Fantom 18X Radome
GX2400 Standard Horizon VHF marine radio
MS-RA210 Fusion radio and speaker set
Lumitec spreader lights x4
Antennas, mounts, wiring, and waterproof connections
Network integration where applicable (NMEA 2000)
Blue/White emergency lighting with control panel, siren, & PA (Customer Supplied)
Kenwood UHF police radio (Customer Supplied)
Magnetic mic mounts (Customer Supplied)
M232 Flir Marine Camera (currently equipped, would like to re-use)
AIS
Requirements:
Secure mounting suitable for high-speed patrol operations
Clean, professional installation (wire loomed, heat shrunk connections, zip tied)
System labeling and documentation
Operator orientation upon completion
4. Installation, Testing, and Acceptance
All work shall be performed by factory-trained or certified marine technicians
Contractor shall conduct dockside testing and an on-water sea trial with a member
of the Scituate Police Department- Marine Officer
Final acceptance by the Town of Scituate and to the satisfaction of the Scituate PD
Contractor shall provide as-built documentation and warranty information
All existing equipment taken off of the vessel shall be returned to the Scituate Police
Department
5. Project Schedule
Bid Start Date: 1/21/26
Bid Due Date: 2/10/26
Anticipated Award Date: 2/24/26
Estimated Completion: 4/15/26
The Scituate Police Department reserves the right to adjust the project schedule as necessary.

7. Evaluation and Award
Bids will be evaluated based on:

Warranty and post-installation support
Ability to meet project schedule
8. Site Inspection
A site inspection may be scheduled upon request prior to bid submission. Contractors are
responsible for verifying vessel conditions prior to submitting a bid. The vessel is currently out
of the water and available for view at the Scituate Police Department.
