Borough of Orwigsburg is requesting Bids for the construction of the following Project:
Industrial Drive Sewer Replacement
Entech No. 4169.090
Bids for the construction of the Project will be received electronically via the PennBid Program by the Borough of Orwigsburg Wednesday , December 3, 2025 at 2:00 pm local time. Abstract of Bids received will be posted on PennBid.
The Project includes the following Work:
The project includes the replacement of approximately 960 LF of sanitary sewer main, 4 manholes, 7 laterals, and cleanouts along Industrial Drive. The project also includes a point repair between MH 37 and MH 36. A stormwater restoration project is to be completed in the future. This project will include final paving for the Borough-owned roadway.

Pre-bid Conference
A mandatory pre-bid conference for the Project will be held Wednesday, November 19, 2025 at 9:30 am at the Lions Den Room in the Borough Memorial building at 300 Grove Street, Orwigsburg, PA 17961. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
Instructions to Bidders.
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Pennsylvania Prevailing wage rates must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the Pennsylvania Human Relations Act (PHRA) and applicable federal laws, against any citizen of this Commonwealth who is qualified and available to perform the work to which the employment relates. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States
The Borough of Orwigsburg hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
