Executive Summary

The Health and Human Services Commission, on behalf of its Internal Audit Division is seeking a contractor to complete an external Quality Assurance Review (QAR) on the HHS Internal Audit Division that meets the requirements of Section 2102.007 of the Texas Government Code.

Scope of Work

Contractor shall review, regarding the period from September 1, 2022, through August 31, 2025, the Internal Audit Division’s (IAD) compliance with the International Standards for the Professional Practice of Internal Auditing, Global Internal Audit Standards, Generally Accepted Government Auditing Standards, and Texas Internal Auditing Act. Contractor shall evaluate the IAD’s quality control system and determine if the work performed by internal audit meets professional auditing standards.

Contract Term

The initial term of the Contract will be for a period of three (3) months or through August 31, 2025.
