Public Safety Master Plan and Impact Fee Study - Vineyard City

Project Description: The City of Vineyard invites proposals from qualified architectural, planning firms who specialize in public safety to participate in the process to create a Public Safety Master Plan and complete a Public Safety Impact Fee study per Chapter 11-36a of the Utah State Code. Vineyard City currently has an agreement with the Utah County Sheriff's Office and the City of Orem to provide police and fire and emergency services, respectively. This master plan document cannot be completed without inclusion of both entities in the planning process.
There will be a Pre-Proposal Meeting on Monday, April 7, 2025 at 9:00 a.m. (MDT). The meeting is mandatory for all prospective proposers. Participants may attend either in-person at Vineyard City Hall, located at 125 S Main Street, or virtually via Microsoft Teams. You are required to RSVP for the Pre-Proposal Meeting no later than Thursday, April 3, 2025 at 5 p.m. (MDT). A Microsoft Teams link will be provided to all virtual attendees following the receipt of their RSVP.
Post-meeting inquiries must be submitted through the U3P Utah Public Procurement - Bonfire Portal or directed to the primary contact listed. Direct communication with Vineyard City outside of the U3P Utah Public Procurement - Bonfire Portal or the primary contact will not be permitted.
It is preferred that questions about this RFP are submitted through the Bonfire Portal.
The deadline to submit your proposal is Thursday, April 17, 2025 at 3:00 p.m. (MDT). Proposals MUST be submitted through the Bonfire Portal.
The anticipated note of award is the week of May 5, 2025. The selected firm will be notified, and contract negotiations will begin. A kickoff meeting/commencement of design work anticipated date is Monday, May 19, 2025. Selected firms should be prepared to commence work by Monday, May 19, 2025.
Draft Master Plan Submission: Estimated August 29, 2025. The consultant is expected to submit a comprehensive draft of the Public Safety Master Plan, including a detailed implementation strategy and preliminary recommendations for Vineyard City review. Supporting visuals, maps, and analysis should be included.
