2025 Asphalt Overlay Program
Bids will be accepted until 5:00 PM on Wednesday, April 16, 2025, at the Office of the County Clerk, located in the Riley County Office Building, 110 Courthouse Plaza, Manhattan, KS. Bids will be opened and read aloud at 9:55 a.m. on Thursday, April 17, 2025, during the Board of County Commissioners meeting at the Courthouse Plaza East Building, 115 N. 4th, Manhattan, KS 66502.
Principal Items of Work:
Alternate #1
Approximately 8.6 miles of Bituminous Hot Mix Asphalt at six (6) locations in Riley County applied using the Construction Method listed below and performing approximately 145,200 Square Yards of Asphalt Pavement Milling at the two specified locations.
Altemate#2
Approximately 9.5 miles of Bituminous Hot Mix Asphalt at seven (7) locations in Riley County applied using the Construction Method listed below and performing approximately 158,200 Square Yards of Asphalt Pavement Milling at the two specified locations.
Construction Method:
Asphalt Pavement Milling a depth of 1.0" and Delivery and application of 1.5" of Bituminous
Hot Mix Asphalt at specified locations.
All bidders must be on the plan holders list to be eligible.
No Bidder may withdraw a bid for a period of30 days following the opening of Bids.
The character and amount of security to be furnished by each Bidder is stated in the above mentioned Contract Documents.
Working Days, the Proposed Start Date, and Bid Amount will all be considered in awarding of the Bid.
The Riley County Board of Commissioners reserves the right to reject any and all Bids, to waive informalities in considering Bids and to accept the Bid which, in the Board's opinion, is in the best interest of Riley County.

Qualifications:

Nonresident contractors who are individuals or partnerships and nonresident corporations not already registered with the Secretary of Revenue are required to register with the Secretary of Revenue and to file a bond to assure payment of taxes, if the total contract price or compensation to be received amounts to more than $10,000 (K.S.A. 2019 Supp. 79-1009, K.S.A. 2019 Supp. 79-1010).
