SCOPE : Inaccordance with the provisions of Texas Government Code, Chapter 2254,Subchapter A, Professional Services, and Rules and Procedures adopted by theTexas Facilities Commission (TFC), TFC is requesting submittal ofqualifications to provide professional HVAC Testing, Adjusting and Balancing(TAB) services for Texas Juvenile Justice Department’s Project #24-43-2558, toconstruct two new detention facilities and a total of 200 beds combined thatcreate secure, rehabilitative environments for youth offenders.

CONTRACT TERM : Itis the intention of TFC to award a Contract for HVAC TAB services for the termof the project. Services undertaken pursuant to this RFQ will be required tocommence within ten (10) calendar days of delivery of a Notice to Proceed. TheProject associated with the services requested in this solicitation isanticipated to be nine hundred (900) calendar days.

PROJECT DESCRIPTION : Provide TAB services during all the remainingphases of the construction of two advanced juvenile justice facilities for theTexas Juvenile Justice Department (TJJD). With a budget of $200 million, theproject aims to modernize the juvenile detention system in Texas by creatingsecure, rehabilitative environments for youth offenders. These facilities willbe strategically located in urban areas to enhance accessibility and communityintegration in two independent 30+ acre sites. One site will be in Waxahachie,Texas (Ellis County) and the other site will be in Rosharon, Texas (BrazoriaCounty).

The primary objectives of the project includethe construction of modern facilities with cutting-edge security andrehabilitative technologies, the creation of specialized care environments foryouth with severe mental health issues and violent behaviors, and theintegration of the facilities within urban settings to maintain proximity tofamilies and provide employment opportunities for staff. Sustainability will bea key focus, with the incorporation of eco-friendly design principles tominimize environmental impact and promote energy efficiency.

The facilities will feature therapeuticspaces, including therapy rooms, counseling offices, and group session areas tosupport mental health and rehabilitation. Educational facilities such asclassrooms, vocational training centers, and libraries will providecomprehensive educational opportunities and skill development for the youth.Recreational areas, both indoor and outdoor, will be included to encouragephysical activity and social interaction. Secure yet comfortable residentialunits will be designed to ensure the safety of residents and staff whileminimizing an institutional atmosphere. Advanced security infrastructure,including surveillance systems and controlled access points, will maintainorder and safety within the facilities.

Both sites will prioritize accessibility viapublic transportation and major roadways to facilitate family visits and staffcommutes. Community impact considerations will involve engaging with localcommunities to address concerns, integrate the facilities into the urbanfabric, and create local employment and community program opportunities.Environmental assessments will be conducted to ensure minimal disruption tolocal ecosystems and compliance with state and federal regulations.

This projectrepresents a significant investment in Texas' juvenile justice system, aimingto create facilities that not only detain but also rehabilitate and educateyouth offenders. Through careful planning, innovative design, and communitycollaboration, these new facilities will set a new standard for juvenilejustice architecture in Texas.

STATEMENT OF WORK

TheTesting, Adjusting, and Balancing (TAB) firm shall provide a comprehensive andsystematic approach to ensure that all mechanical, electrical, and plumbing(MEP) systems function optimally, efficiently, and in compliance with Texasstandards, industry best practices, and project-specific requirements. Adheringto all applicable codes, regulations, and standards.

Scope of services shall be comprehensive innature and will include, but not limited to, the following requirements and allother services necessary and/or reasonably inferable from this RFQ.

A. Pre-Construction Auditing and Planning:

1) Review and analyze contractdocuments, project specifications, and design intent to identify potentialsystem performance risks before installation.

2) Assess equipment selections,system capacities, and design assumptions to verify compatibility withoperational goals.

3) Provide design and submittalreviews, offering expert recommendations on performance enhancements andconstructability.

B. Construction Phase Testing and Reporting:

1) Coordinate with theCommissioning Authority (CxA) to ensure commissioning requirements are met.

2) Conduct periodic audits ofinstalled systems, verifying compliance with approved submittals andmanufacturer recommendations.

3) Monitor equipment startupprocedures, ensuring proper calibration and sequencing for optimal performance.

4) Track and documentdeficiencies, collaborating with contractors to resolve issues efficiently.

5) Provide detailed interimreports summarizing progress, deficiencies, and corrective actions taken.

C. Final Testing, Balancing, and SystemOptimization:

1) Perform rigorous air andhydronic balancing in compliance with ASHRAE 111, AABC, NEBB, or TABBstandards.

2) Utilize precisioninstruments to conduct flow, pressure, temperature, and operational performancetesting.

3) Adjust system components toachieve design airflow, water flow rates, temperature control, and equipmentperformance parameters.

4) Verify that all specifiedtesting, cleaning, adjusting, and commissioning requirements have beencompleted.

5) Ensure ventilation andindoor air quality standards are met per ASHRAE 62.1 and Texas Department ofLicensing and Regulation (TDLR) requirements.

D. Post-Completion Verification &Documentation:

1) Provide a comprehensive TABfinal report, including all measurement data, adjustments made, and systemperformance benchmarks. TAB reports shall include detailed measurements ofsystem performance, including airflow accuracy within ±5% of design specificationsand hydronic flow accuracy within ±3%. Reports will be submitted biweeklyduring construction and a final report within 10 days of substantialcompletion. Any variances exceeding these thresholds will require correctiveactions documented with a resolution timeline.

2) Review and validate O&Mmanuals and as-built documentation to confirm alignment with final systemsettings.

3) Conduct operator trainingsessions to ensure facility personnel fully understand system operation,controls, and maintenance requirements. TAB firm shall conduct a minimum ofthree (3) structured training sessions for facility operators, covering systemoperation, troubleshooting, and long-term maintenance strategies. Trainingmaterials and video documentation will be provided. The TAB firm will offerpost-handover support for 90 days, including remote consultations and oneon-site follow-up session.

4) Implement a TAB issues log,tracking all discrepancies, non-conformance items, and resolutions to ensureaccountability and transparency.

3. TABservices shall be offered with the understanding of full compliance withnon-discrimination requirements of the State of Texas by the TAB firm.

MANDATORY PRE-SUBMITTALTELECONFERENCES : The mandatory pre-submittal conferenceswill be held on Tuesday, September 9, 2025 at 10:00 AM and Wednesday, September10, 2025 at 10:00 AM. Pre-registration is required to participate in theteleconference. Respondents must have an employee of their firm attend at leastone (1) of the two (2) scheduled pre-submittal teleconferences. TFC shallreject submittals submitted by firms that did not attend one of the mandatorypre-submittal conferences.
