ADVERTISEMENT FOR ENVIRONMENTAL CONSULTANT SERVICES
The University of California, Los Angeles, requests a written response to this Request for Qualifications (RFQ) to select consultant(s) to provide environmental consulting services for asbestos, lead-containing materials, other hazardous materials, and indoor air quality for non-specific UCLA projects. The tasks would be executed as necessary over the term of the agreement, which may be up to three years, with an option to extend for an additional two years.
The selected consultant(s) will demonstrate a proven ability to provide the services of qualified, properly licensed personnel with expertise in all phases of environmental consulting of hazardous materials in both new and existing buildings. Familiarity with a full range of project types undertaken by UCLA (including, but not limited to, new construction, renovations, fire-life safety, seismic upgrade, healthcare, housing, classrooms, laboratories, dining facilities, and many other project types) is critical. Previous experience in public university settings emphasizing past UC experience is preferred.
The scope of services will vary according to the specific requirements of each assigned task, with appropriate fees negotiated under UCLA policy at the time of each authorization. Services may include various scales of projects for new or existing buildings and locations on campus. A specific list of projects has not yet been determined. Aggregate fees are anticipated to range from $500,000 to $3,000,000 over the agreement term. However, the selection of any consultant for this project does not guarantee that fees of that value will be expended.
The University may select up to three Environmental consultants to consult for non-project-specific assignments with the University. Each Environmental consultant selected will work under a Professional Services Agreement (PSA) negotiated with the University, with authorizations for specific assignments from UCLA Capital Programs, Facilities Management, or other University delegated entities. The scope of services may vary according to the detailed requirements of each assigned task, with appropriate fees negotiated under UCLA policy at the time of each authorization.
This selection does not cover services for all Environmental assignments performed by the University. There may be separate selections for large projects through project-specific advertisements and selection processes. There may also be small projects that other consultants will perform if they require special knowledge, skills, equipment, or availability of personnel.

Failure to comply could result in your submission being overlooked. The selection committee will base their review of the Environmental submitted proposals and selection on the identified Selection Criteria (Attachment A), determining a shortlist of consultants; further steps in the selection process will be at the selection committee's discretion.
