The purpose of this notice is to communicate the Department of Energy’s (DOE’s) intent to execute a three (3) month standalone bridge support order to ICF Incorporated L.L.C. to ensure a continuity of service in providing technical, analytical, and management support services to the Office of Cybersecurity, Energy Security, and Emergency Response (CESER) while CESER's new and expanded requirements are competed. The three (3) month order period of performance from January 1, 2025 through March 31, 2025 will provide sufficient time for the Government to award a contract to support CESER’s new and expanding requirements. The applicable authority to be utilized is FAR 8.405-6(a)(l)(i)(A) "an urgent and compelling need exists, and following the procedures would result in unacceptable delays."
The contract will provide CESER with technical, analytical, and management support services for the Cybersecurity & Emerging Threats Research & Development Program Support task requirement required by the Preparedness, Policy and Risk Analysis (PPRA) division. The objective of this contract is to assist CESER in fulfilling its departmental mission to secure United States energy infrastructure against all hazards, reduce impacts from disruptive events, and assist industry with restoration activities, ensuring a secure and reliable flow of energy to the United States.
Until a new competitive award is executed, ICF Incorporated, L.L.C. will perform all the essential requirements needed to support the DOE.
This notice is neither a request for proposal nor an invitation for bids. A Limited Sources Justification (LSJ) will be posted to the government-wide point of entry for a minimum of 30 days in accordance with FAR 8.405-6(a)(2).
