Salient Characteristics



for Blood and Blood Products on Contract



Must be able to provide Various FDA-approved blood and blood products to include but not limited to Red Blood Cells, Platelets, Plasma, and Cryoprecipitate (Cryo).





ITEM NO. 0001 – Red Blood Cells



Red Blood Cells of various ABO/Rh types available for immediate transfusion.





ITEM NO. 0002 – Platelets



Platelets of various ABO/Rh types available for immediate transfusion.





ITEM NO. 0003 – Plasma



Plasma of various ABO/Rh types available for immediate transfusion.





ITEM NO. 0004 – Cryoprecipitate



Cryoprecipitate (Cryo) of various ABO/Rh types available for immediate transfusion.





ITEM NO. 0005 – Courier



All Items must be couriered to and from MADIGAN AMC, JBLM.





ITEM NO. 0006 – Patient Testing



Patients identified with uncommon blood types will require further testing. Details of these tests and their pricing are available on the Bloodworks Northwest price list.





Salient Characteristics (Surgical Items)



The contractor must make available blood and blood products at all times as they are needed for transfusion at Madigan Army Medical Center (MAMC), JBLM. The contractor must provide emergency services which must be available 24 hours per day seven days per week.



The contractor must ensure blood and blood products are available with the following delivery timelines: for routine requests, an ideal delivery window of 4-6 hours is preferred. For STAT (urgent) requests, delivery within 2 hours or as soon as possible is required.



The contractor must provide a 24-hour per day point of contact by name and telephone number.



If required, the contractor must provide a qualified, trained representative on site to communicate and coordinate with the surgeons during surgeries.



The contractor must provide and update instructional materials to the staff, as required, to orient and keep abreast of current and future technology at no additional charge to the Government. Training of personnel must include, but not necessarily be limited to, physicians, nurses, and operating room/central material technicians. As new technology is developed and made available, the training must be provided to the Government by the contractor at no additional charge. For each piece of new surgical supply item, the contractor must deliver the instructional material when the item is delivered to MAMC for the first time.



The contractor must be required to provide and/or maintain blood and blood products at their facility. If requested by the government, the contractor must provide blood and blood product supplies to be readily available for transfusion. For routine requests, delivery is ideally within 4-6 hours. For STAT requests, delivery is preferred within 2 hours or as soon as possible.





The contractor must submit documentation regarding technology advancements, upgrades or substitutions of blood and blood products to the NCOIC of the Transfusion Medicine.





Salient Characteristics (Components)





All components of the blood and blood products must be Joint Commission (JC) approved and Food and Drug Administration (FDA) approved, if required by the government. All blood and blood products should have negative donor test results and be safe for transfusion.



Unless specified otherwise, all components must be sterile and in unopened containers.



If requested by the government, the contractor must maintain, at their facility, a basic inventory of each type of requested component based on past and predicted usage and delivery dates. For purposes of this procurement, a set includes all potential available components manufactured by the contractor, in all available sizes. Based on past and predicted usage, additional quantities of normal usage sizes may be maintained to assure backup and availability at the contractor's discretion. The contractor is responsible for assuring availability of component items as they are required, maintaining inventory and replenishing stock.



In addition to all components manufactured by the contractor at the time of award, upgrades, technological improvements, substitutions and new devices must be made available under this Contract as they are made commercially available, and must be added to the manufacturer's list of components if they are within scope of the original Contract award. A Modification to the Contract will be issued by the Contracting Officer to add such items.
