INTRODUCTION
The Village of Park Forest, Illinois, wishes to complete a Phase I Environmental Site Assessment (ESA) to evaluate potential environmental risks associated with the property. This assessment will be conducted in accordance with ASTM E1527-21 and the EPA’s All Appropriate Inquiry (AAI) rule. SCOPE OF SERVICES
The selected firm shall have forty-five (45) days to complete the work from the date of contract signing. The Phase I ESA must follow ASTM E1527-21 and the EPA’s AAI rule. The assessment should include a site visit, historical and regulatory records review, and a final report identifying Recognized Environmental Conditions (REC), if any, for the property commonly known as 27 North Street, Park Forest, Illinois or by Property Identification Number 31-25-208-004-0000. Any extension to the 45-day timeline must be provided by the Village in writing.
CONTENTS OF PROPOSAL
Responses will include the bidder’s approach to addressing the scope of services. Proposals must contain a description of the bidder’s experience and qualifications with similar projects. It should also identify the personnel who would work on the project and their respective levels of experience. Finally, a minimum of three references with experience with similar relevant projects from the past five years must be provided.
SUBMISSION OF PROPOSAL
Submissions must be received no later than April 15 at 11:00 AM. Proposals may be delivered in person or sent via mail with a tracking service. All submissions must be in sealed envelopes that include the following information on the outside cover:

ENCLOSED: Response to RFP – Phase 1 ESA
Proposals shall be reviewed for experience, previous work history, references, State Licenses, and State Registration. The Village at its sole discretion shall decide after a review which bidder, if any, is responsive to the RFP. All bidding and award procedures undertaken by the Village regarding this project shall be consistent with the Village’s adopted procurement procedures.
Submitted bids shall remain valid for thirty (30) days after the bid opening.
BIDDER RESPONSIBILITY
Bidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditions relating to the scope of work, any current government regulations pertaining to the work, and restrictions associated with acceptable execution of requested work. Failure or omission of the bidder to acquaint themselves with conditions shall in no way relieve them of any obligation with respect to their bid or subsequent contract.
FEDERAL, STATE, AND LOCAL REPORTING COMPLIANCE
The bidder shall provide financial and programmatic information as required by the Village of Park Forest to comply with all Federal, State, and local law reporting requirements. The bidder shall also adhere to all applicable Federal, State, and local regulations.
