Description

The 764th Enterprise Sourcing Squadron (764 ESS/PKA), Ramstein Air Base is providing notice of a proposed contract action to award a firm-fixed commercial purchase order (under the SAT) to the following company:



Solipsys Corporation; 8170 Maple Lawn Blvd., Suite 300; Fulton, MD 20759; Cage 054Y0

The USAFE-AFAFRICA A3ZJ Command and Control Management Branch has a mission need to renew three (3) existing Cyber Security Long Term Support (LTS) Maintenance Warranties for the Multi-Source Correlator Tracker (MSCT) software that is utilized within the Scalable Control and Reporting Agile Mission-Kit (SCRAM-K) system in use at multiple USAFE locations. This software is proprietary to the Solypsis Corporation (Solipsys) as they are the Original Equipment Manufacturer (OEM) of the Battlespace Command and Control Center (BC3) system that requires MSCT to operate. The MSCT Cyber Security Maintenance Warranty includes: 24/7 phone and email support for MSCT, MSCT w/failover, MSCT Lite, MSCT Lite w/failover and Multi-Channel MSCT v5.9, 5.12.5 and earlier. The intent for this procurement is to renew the warranties as a simplified acquisition procedures single source purchase order to Solipsys due to their company holding the proprietary rights to the MSCT software source code. No other vendors are authorized to provide these MSCT cyber security LTS maintenance warranties.



This notice of intent is NOT a request for competitive proposals; however, any interested companies that identify to the Contracting Officer their intent and capabilities to satisfy the Government’s requirement with commercial items after the date of publication of this synopsis will be considered by the Government.



A determination by the Government not to compete this proposed contract, other than to the single source identified, based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
