NOTICE TO BIDDERS
TIME AND PLACE OF OPENING BIDS: Sealed Proposals on forms prepared by the Engineer will be received by the CITY OF WEST MEMPHIS, WEST MEMPHIS, ARKANSAS, until 2:00
p.m. November 18, 2024 for the improvements described herein in accordance with Drawings, Specifications, and other Contract Documents prepared under the supervision of the City Engineer, West Memphis, Arkansas.
PROPOSALS WILL BE PUBLICLY OPENED AND READ AT 2:00 p.m. (local time) on Monday,
November 18, 2024 at West Memphis Utilities, 604 E. Cooper Avenue, West Memphis, Arkansas 72301.
DESCRIPTION OF WORK: (a) The proposed work is officially known as South Loop Ext.: Port Rd. - Bollinger Rd. (West Memphis) (S) ARDOT JOB 110676, FAP STPU - 9448(42). (b) The proposed improvements consist primarily of new roadway construction extending South Loop from Port Road to Bollinger Road. (c)The proposed improvements consist primarily of street construction and related improvements including the following items: Compacted Embankment, Unclassified Excavation, Cement Stabilized Crushed Stone Base Course, 11.5” Portland Cement Concrete Pavement, ACHM Surface Course (1/2”), ACHM Binder Course (1”), ACHM Surface Course (3/8”),
INSTRUCTION TO BIDDERS: (a) Proposal Forms and Contract Documents, including Drawings and Technical Specifications may be examined at the following:

(b) Electronic copies, including printed sets may be obtained from Pickering Firm, Inc.’s Planroom at www.pickeringfirmplanroom.com (c) All proposals must be accompanied by a bank cashier’s check or bank draft, letter of credit issued by any national bank or certificate of deposit therein, duly assigned or certified check or approved bid bond for not less than 5(%) percent of the amount of bid. All proposal guarantees shall be made out to CITY OF WEST MEMPHIS, ARKANSAS (d) The Sponsor hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.” (e) A State of Arkansas Contractor’s License is not required to bid on the project; however, no contractor shall submit a bid prior to submitting an initial application (which does not require a full audit) for licensure, and no construction contract shall be executed until the successful bidder has furnished an appropriate license issued by the State of Arkansas Contractor’s Licensing Board. (f) “Build America, Buy America” provisions apply to this project (g) Each bid must be submitted in a sealed envelope bearing on the outside the name of the Bidder, his address, and the project name and number. Any bid that does not bear this information will be automatically rejected.
REJECTION OF BIDS: City of West Memphis reserves the right to reject any or all bids and to waive any technicalities and informalities.
