The Bureau of the Fiscal Service (Fiscal Service), on behalf of Financial Research (OFR), intends to contract with Challenger Deep Kaiko Inc., 750 Lexington Ave, New York, New York 10022-1200 on a sole source basis for online access to the Kaiko Datasets. The NAICS code is 519290 and PSC is 7630. The Contracting officer has determined that Challenger Deep Kaiko Inc. is the only source that can reasonably meet the OFR’s requirement in accordance with FAR Part 13.106-1(b). This service provides access to a cryptocurrency exchange data to produce research, engage in monitoring of crypto market functioning, and allows for analysis of the scale and scope of risks that relate to off-chain crypto asset activities.



The OFR requires the ability to access and download tick-level data of the best bid and best ask quotations (‘top of book’) across cryptocurrency exchanges and assets; the ability to access and download tick-level data of multiple bid and ask quotations (‘order book’) across cryptocurrency exchanges and assets; the ability to access and download summary, fixed-interval snapshots of quotations across cryptocurrency exchanges and assets for an extended history; the ability to measure the quality of a trade execution relative to quotes before and after the trade occurred across cryptocurrency exchanges and asset; the ability to view granular data on potential linkages both between crypto firms and between crypto firms and traditional finance firms; the ability to update data on a weekly basis and to see increases in the number and quality of quotations and transactions; the ability to use the data for public-facing products, both for fundamental research as well as policy-oriented reports.



The period of performance for the purchase order is anticipated to be one (1) twelve-month base year with four (4) one (1) twelve-month year options.



NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted.



All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Fiscal Service will consider responses received no later than 02/13/2025. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-OFR-25-037/Attn: Starla Kalb – Kara Zeigler. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, Fiscal Service will make award on a sole source basis to Challenger Deep Kaiko Inc.



Qualified Contractors must provide the following:



1. 4. Whether your content is available through a Government contract vehicle or Open Market.



5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content.
