Notice of Intent to Sole Source, Cementitious Repair Materials for ERDC GSL

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a sole source award to CTS Cement Manufacturing Corp (CAGE Code: 4NFR3) to procure Rapid Set® AC Concrete Mix in support of an ongoing force projection research and development program to rapidly repair craters on airfields in cold weather. The ERDC has been requested to evaluate and test CTS Rapid Set® AC Concrete mix in sub-freezing temperatures. The CTS Rapid Set® AC Concrete mix has passed laboratory testing protocol and has performed been evaluated in multiple full-scale exercises. Rapid Set® AC Concrete mix is a high-performance, fast-setting, multipurpose concrete repair material. Durable in wet environments, AC Concrete Mix is a blend of Rapid Set hydraulic cement and quality aggregates. AC Concrete Mix is a non-metallic, and no chlorides are added. Mix AC Concrete Mix with water to produce a workable, quality concrete material that is ideal where fast strength gain, high durability and low shrinkage are desired. AC Concrete mix sets in 20 minutes and is ready for traffic in 1 hour. CTS Rapid Set® AC Concrete mix has been evaluated in multiple full-scale field test events and is an approved rapid-setting concrete for capping crater repairs. CTS Cement Manufacturing Corp is the sole manufacturer of CTS Rapid Set® AC Concrete Mix. No other cementitious rapid repair mix will meet the government’s specific requirement.

Therefore, the Government intends to award a Firm-Fixed price contract to CTS Cement Manufacturing Corp in accordance with FAR 13.106-1(b)(1)(i). CTS Cement Manufacturing Corp. is a large business concern under the applicable NAICS code 327310, Cement Manufacturing, with a size standard of 1,000 employees. This notice of intent is for information purposes only.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
