INVITATION TO BID

PUBLIC NOTICE IS HEREBY GIVEN to all prospective bidders that Abington Township, Montgomery County, Pennsylvania, will receive sealed bids for the following project: American Rescue Plan (ARPA) Park Improvements. Sealed bids shall be submitted and updated online until 11:00 AM prevailing time, on Friday, April 3, 2026, at which time they will be opened electronically, and the results will be made available on PennBid immediately following the opening. All documents and solicitation details are available on PennBid  ( https://pennbid.bonfirehub.com/) by clicking on the bids tab.  Hard copies of all documents may be optionally purchased through PennBid. Project drawings and documents are available for inspection at the offices of Abington Township, 1176 Old York Rd. Abington, PA 19001.

The Scope of Work shall include, but not be limited to, the rehabilitation of the existing pavilion at Alverthorpe Park, and trail improvements at Ardsley Park and Roslyn Park.

Each bid must be accompanied by a certified check drawn to the order of Abington Township or a Bid Bond in favor of Abington Township in the amount of 10% of the total bid price. Said check or bond shall be subject to the conditions provided in the Instructions to Bidders. Bonds are required to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.

The work in connection with this project constitutes a Public Works by a Public Body under the Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates, promulgated by the Pennsylvania Secretary of Labor, must be paid to workmen employed on this project.

This project is subject to the Abington Township Responsible Contractor Ordinance, Ord. No. 2193. The Township RCO qualification document is due by Friday, March 20, 2026, fourteen (14) days prior to the bid opening.

This project is funded, in whole or in part, through a grant under the American Rescue Plan Act (ARPA). The CONTRACTOR must register and obtain a Unique Entity Identifier (UEI) from SAM.gov to receive payment.

Bids must be submitted unconditionally. No bidder may withdraw a bid within SIXTY (60) DAYS after the opening of bids, during which time the Township may review the bids and investigate bidder qualifications. Abington Township reserves the right to waive any minor irregularities, informalities, or defects in the bid or to reject any or all of the bids.
