The required documentation affirming enrollment must be from the federal work authorization program provider. A letter from the Service Provider reciting compliance is not sufficient. PART I
DESCRIPTION OF PROJECT AND SERVICES REQUIRED
1.0 INTRODUCTION/PURPOSE/BACKGROUND:
The City of Springfield is seeking proposals from qualified firms to assist in producing Neighborhood Plans for the City's registered
neighborhood associations. The intent is to:
* Analyze current development patterns.
* Identify opportunities for and develop a strategy to guide and promote future development.
* Identify improvement projects within the neighborhoods.
These plans will be concise, targeted plans at the neighborhood level that support and implement the overall vision and goals of
Forward SGF the City's Comprehensive Plan through an efficient and streamlined planning process.
1.1 PURPOSE
1.1.1 Priorities in each neighborhood will vary, but fundamental planning components inherent to each neighborhood
should be vetted with residents during the development of plans, such as:
1.1.1.1 Assets and locations of neighborhood value that should be targeted for protection and preservation.
1.1.1.2 Areas and issues that create stress and friction with residents.
1.1.1.3 Preferred redevelopment areas and locations where housing and services can be expanded.
1.1.1.4 Strategies to increase access and connections to commercial services and amenities.
1.1.1.5 Identification of capital investment and infrastructure priorities.
1.1.1.6 Strategies to expand and market neighborhood identity and value.
1.1.1.7 Strategies to create and grow a neighborhood organization, increase activism and betterment, and
promote the concept of "Neighboring" to build relationships and keep neighborhoods strong.
1.1.2 These components are essential to shaping neighborhood-specific strategies that are aligned with resident values
and needs while ensuring consistency with the broader goals of the Forward SGF Comprehensive Plan.
1.1.3 For the purposes of this project, the City will organize the twenty-four (24) registered neighborhoods into six (6)
planning groups, each consisting of four geographically adjacent neighborhoods. This grouping structure is
intended to enhance efficiency in stakeholder engagement, including meeting coordination, information
gathering, and collaborative planning. Aligning proximate neighborhoods will facilitate more effective discussion
of shared needs and will support the development of coordinated improvement strategies for issues that extend
across multiple neighborhood boundaries.
1.2 BACKGROUND
1.2.1 The City of Springfield is located in central Greene County, at the intersections of Interstate Highway 44 and U.S.
Highways 60 & 65. With a population of 170,596, Springfield is the largest city in the Ozarks region, with a total
population of 475,220 for the Metropolitan Statistical Area. St. Louis, Kansas City and Tulsa are all approximately
three (3) hours away by car, so Springfield is a hub for education, medical services, and retail shopping for the
region.

1.2.2 The City of Springfield has identified thirty-four (34) Neighborhood Service Areas which are geographic areas
covering approximately one square mile in size with major geographic boundaries such as arterial roads, major
streams, railroads or major non-residential areas. These areas are supported by a mixture of housing types, retail
services and parks/open space within walking distance of the residential areas, containing 3,000 to 6,000 residents.
The Neighborhood Service Areas are used for data collection and planning purposes across multiple City
departments.
1.2.3 Within these service areas, several residents have gone further to organize and establish a registered
neighborhood association. The City currently has twenty-four (24) recognized, registered neighborhood
associations - volunteer-based organizations with elected boards and established bylaws - with the purpose of
making Springfield's neighborhoods clean, safe, and friendly and places of pride for neighborhood residents. The
City Planning Department supports these associations through a variety of programs and services.
1.2.4 In November 2022, the City adopted a new Comprehensive Plan, Forward SGF, an all-encompassing City plan
focused on physical development. One of its primary goals is to continue the process of proactive neighborhood
planning. To date, the City has adopted Neighborhood Plans for four (4) neighborhoods: West Central, Midtown,
Rountree, and Phelps Grove, and has recently updated the Rountree and Phelps Grove Plans. The West Central
and Midtown Plans need updates, and additional neighborhood plans are to be developed.
1.2.5 The goal of Neighborhood Plans is to create strategies unique to each neighborhood geography, with the aim of
maintaining or improving older, center-city neighborhoods and creating lasting value in both new and established
neighborhoods.
1.2.6 The goals, objectives, and policies incorporated into the Neighborhood Plans should be developed based on a solid
foundation of public participation and input. The City of Springfield has high expectations for meaningful citizen
involvement in every stage of the process. Participation from residents, property owners, business owners, and
other neighborhood stakeholders is critical to the development and success of these Plans.
1.2.7 Because of the number of plans to be completed within a relatively condensed timeframe, the project will require
an efficient and streamlined planning process that concentrates on key elements such as land use, quality of life,
and enhancement of the physical environment within each neighborhood. To support this efficiency, the planning
effort will employ a group approach in which the neighborhoods are organized into six (6) groups of four (4)
geographically proximate neighborhoods. This structure will facilitate coordinated engagement, reduce
duplication of efforts, and enable more effective collaboration on issues and improvement strategies that extend
across multiple neighborhood boundaries.
1.2.8 The City's Planning and Development Department - Planning and Neighborhoods Team - will serve as the primary
contact and be actively involved throughout the process. The City seeks to pair its internal strengths with those of
the selected consultant. The extent of City staff participation will be determined following the selection process.
2.0 SCOPE OF SERVICES
2.1.1 The consulting firm selected will work closely with City Staff, registered neighborhood association boards, and
neighborhood stakeholders to prepare the Neighborhood Plans.
2.1.2 While the final scope of services will be negotiated with the selected firm, the City expects proposals to address,
at minimum, the following components:
2.1.2.1 Establish a Strategy, Create a Neighborhood Profile, Data Collection and Analysis.
2.1.2.2 Initiate each project with a visioning and identity process involving neighborhood stakeholders and City
staff to define the neighborhood's identity and how it should influence future development.

2.1.2.3 Develop a vision for sustaining and enriching the neighborhood's character, assets, and resources through
thoughtful development or redevelopment.
2.1.2.4 Investigate opportunities to leverage the neighborhood's identity and diversity to promote economic
vitality and enhance livability.
2.1.2.5 Review existing zoning and land use in key areas within the neighborhood; recommend land use and
zoning changes that support sustainable, pedestrian-friendly, mixed-use development with appropriate
transitions if applicable.
2.1.2.6 Explore infill design strategies tailored to the neighborhood's unique context and character.
2.1.2.7 Assess the condition of the public realm, noting features that contribute positively or negatively to
development and quality of life.
2.1.2.8 Identify development techniques to promote the neighborhood as a destination to live, work, and play.
2.1.2.9 Highlight opportunities to promote the neighborhood's unique resources and identity.
2.2 DEVELOPING COMMUNITY CENSUS
2.2.1 Build on input received from neighborhood associations, property owners, residents, and businesses. Employ
creative and inclusive engagement strategies, particularly for historically underrepresented communities.
2.2.2 Facilitate collaborative discussion and consensus building around neighborhood goals, values, and priorities -
including the fundamental planning components outlined above.
2.2.3 Document areas of shared vision which will inform future planning and zoning decisions.
2.3 PREFERRED DEVELOPMENT STRATEGY - LAND USE CONTROLS, POLICIES, AND RECOMMENDATIONS
2.3.1 Based on the results of the visioning process and the development of neighborhood consensus, prepare a
Neighborhood Plan that identifies preferred redevelopment areas, protects neighborhood assets of cultural,
historic, and social value, and incorporates zoning recommendations if applicable. This should include areas
appropriate for housing expansion, commercial services, and public amenities while preserving character-defining
features.
2.3.2 Identify existing zoning, land use, and infrastructure conditions that may conflict with the neighborhood's desired
future - including impediments to preservation goals, community connectivity, and neighborhood livability. This
includes analyzing conditions that cause stress or friction with residents, such as incompatible uses, disinvestment,
or lack of access to essential services.
2.3.3 Prepare recommendations for planning tools, zoning refinements, and regulatory strategies that support the
creation of walkable, vibrant, and inclusive neighborhoods - with a focus on promoting reinvestment, supporting
small-scale redevelopment, and encouraging a mix of housing types and services.
2.3.4 Assist in developing recommendations and implementation strategies that:
2.3.4.1 Guide public investment in infrastructure and capital improvements aligned with neighborhood priorities.
2.3.4.2 Increase access and connectivity to commercial services, parks, and community facilities.
2.3.4.3 Support and grow neighborhood organizations and leadership capacity.

2.3.4.4 Promote neighborhood identity and branding efforts.
2.3.4.5 Encourage civic engagement and the practice of "Neighboring" to foster stronger community ties and
resilience.
3.0 CITY PROVIDED SERVICES:
The City of Springfield shall provide all available existing documentation to the consultant and will make staff available on an as-
needed basis. City Staff in the Neighborhoods and Planning Division of the Planning and Development Department will schedule,
coordinate and make all necessary arrangements for meetings conducted by the consultant during the course of this project.
4.0 ADDITIONAL AGREEMENTS: If applicable, any additional agreement(s)/contract(s) proposed by the Offeror shall be included
with the Offeror's proposal as an attachment and may become exhibits of an ensuing City contract.
5.0 TIMELINE FOR THE REQUEST FOR PROPOSAL (RFP) PROCESS: The tentative timeline listed below is the City's estimation of time
required to complete the RFP process. All efforts shall be made to abide by this schedule, but it may change due to different
circumstances.

PART II
STANDARD INSTRUCTIONS TO OFFERORS AND CONDITIONS OF REQUEST FOR PROPOSAL
1.0 PREPARATION OF PROPOSALS:
1.1 By submitting a proposal, the Offeror certifies that he has fully read and understands the proposal method and has full
knowledge of the scope, nature, and quality of the work to be performed.
1.2 All proposals submitted shall be binding for one hundred twenty (120) calendar days following the opening.
1.3 The City of Springfield does not pay federal excise and sales tax on direct purchases of tangible personal property. Missouri
tax ID #12493651.
2.0 SUBMISSION OF PROPOSALS:
A proposal submitted by an Offeror must (1) be manually, electronically, or digitally signed by the authorized agent of the Offeror
on the Division of Purchases Request For Proposal (RFP) Affidavit of Compliance form; (2) contain all information required by the
RFP; (3) be priced as required; (4) be uploaded into the City's e-bidding service provider, Euna OpenBids (formerly DemandStar),
no later than the exact time and date specified in this RFP via the following link:

(5) include a security deposit if one is required.
2.1 Incurred Expenses: The City is not responsible for any expenses that Offerors may incur in preparing and submitting
proposals called for in this Request for Proposal.
2.2 Late Proposals: Proposals received by the City after the time specified for receipt will not be considered. Offerors shall
assume full responsibility for the timely uploading of the proposals to the location designated for receipt of proposals. All
proposals will be received at the time and place specified and made available for public inspection when a fully executed
contract is in place.
2.3 Completeness: All information required by the Request for Proposal must be supplied to constitute a responsive proposal.
The City of Springfield reserves the right to use any and all information presented in any response to the Request for
Proposal. Acceptance or rejection of the RFP does not affect this right. Offerors are to submit all pages of this RFP identified
with "RETURN THIS PAGE" stated on the bottom right corner of said pages. Failure to do so shall render your proposal
non-responsive.
2.4 Errors in Submittals: Offerors or their authorized representatives are expected to fully inform themselves as to the
conditions, requirements, and specifications of this solicitation before submitting their proposals; failure to do so will be at
the Offerors' own risk. In case of an error in the extension of prices in the proposal, the unit price shall govern. Said unit
price shall be utilized by the City to calculate the correct extended price for determining the potential award.
3.0 LEGAL NAME AND SIGNATURE: Proposals shall clearly indicate the legal name, address, e-mail address, and telephone number
of the Offeror (company, firm, corporation, partnership, or individual). The Offerors' legal company name must be identified as
the SAME on their submitted W-9 and Certificate of Insurance (COI). Proposals may be manually, electronically, or digitally signed
above the printed name and title of the signer on the Affidavit of Compliance page. The signer shall have the authority to legally
bind the company to the submitted proposal. Failure to properly sign the TITLE-SIGNATURE PAGE shall invalidate same, and it
shall not be considered for award.
4.0 MODIFICATIONS, CORRECTIONS, OR WITHDRAWAL OF PROPOSALS:
4.1 A proposal may only be withdrawn by the following method prior to the official opening date and time specified:
4.1.1 A proposal may be withdrawn via e-mail to the buyer identified on page one of this document, by the Offeror or
its' authorized representative.

4.2 A proposal may only be modified by the following method prior to the official opening date and time specified:
4.2.1 A proposal that has already been uploaded may be modified by uploading another proposal and identify
"MODIFICATION" on your proposal submittal.
4.3 All modified proposals shall not be opened until the official opening date and time to preserve the integrity of the RFP
process. Telephone or electronic requests to modify a proposal/solicitation shall not be honored. No modification or
withdrawal of any response will be permitted after the RFP specified official opening date and time.
5.0 CLARIFICATION AND ADDENDA:
5.1 Each Offeror shall examine the Request for Proposal documents and shall judge all matters relating to the adequacy and
accuracy of such documents. Any inquiries or suggestions concerning interpretation, clarification, or additional information
pertaining to the Request for Proposal shall be made through the Division of Purchases in writing. The Division of Purchases
shall not be responsible for oral interpretations given by any City employee, representative, or others. The issuance of
written addenda is the official method whereby interpretation, clarification, or additional information can be given. Receipt
of an addendum to an RFP by an Offeror must be acknowledged by signing and uploading the addendum with your proposal
to https://www.demandstar.com/supplier/bids/agency_inc/bid_list.asp?f=search&mi=548029 prior to the opening time
and date.
5.2 It shall be the responsibility of each Offeror, prior to submitting their proposal, to check the Division of Purchases e-bidding
service Euna OpenBids (formerly DemandStar) at:
https://www.demandstar.com/supplier/bids/agency_inc/bid_list.asp?f=search&mi=548029 to determine if addenda were
issued and to make such addenda a part of their proposal.
6.0 RESPONSIVE AND RESPONSIBLE OFFEROR: To be considered a responsive Offeror, the Offeror shall submit a proposal that meets
the minimum requirements set forth in the Request for Proposal. To be a responsible Offeror, the Offeror shall have the capability
in all respects to perform fully the minimum requirements, and the tenacity, perseverance, experience, integrity, reliability,
capacity, facilities, equipment, and credit that will ensure good faith performance.
7.0 RESERVED RIGHTS:
7.1 The City reserves the right to make such investigations as it deems necessary to determine the Offeror's responsiveness
and responsibility. Such information may include but should not be limited to current financial statements, verification of
availability of equipment and personnel, past performance records, and any additional documentation as deemed
necessary by the City.
7.2 The City reserves the right to reject any and all proposals, to waive technical defects, and to select the proposal(s) deemed
most advantageous to the City.
8.0 THE RIGHT TO AUDIT: The Offeror agrees to furnish supporting detail as may be required by the City to support charges or
invoices, to make available for audit purposes all records covering charges pertinent to the purchase, and to make appropriate
adjustments in the event discrepancies are found. The cost of any audit will be paid by the City. The City shall have the right to
audit the Offeror's records pertaining to the work/product for a period of three (3) years after final payment.
9.0 RIGHT TO PROTEST:
9.1 Appeals and remedies are provided for in the Springfield City Code and Purchasing Policy. Protestors shall seek resolution
of their complaints with the City Purchasing Agent.
9.2 Any protest shall state the basis upon which the solicitation or award is contested and shall be submitted within ten (10)
calendar days after such aggrieved person knew or could have reasonably been expected to know of the facts giving rise
thereto.
