3:00 P.M. (CST) ON WEDNESDAY, APRIL 8, 2026. Proposals will be opened by the Buyer listed above. Only the names of Offerors will be
read aloud publicly at the specified proposal opening date and time via teleconference. To participate, dial (978) 990-5387, then enter access code

• Proposals shall be submitted on the forms provided and may be manually, electronically, or digitally signed by the individual authorized to
legally bind the company. Offeror must complete, execute, and submit all Pages identified with “RETURN THIS PAGE” of this RFP document
to be deemed responsive and considered for award. Failure to do so shall render your proposal non-responsive.
• Proposals received after the opening date and time shall not be considered.
• The attached Terms and Conditions shall become part of any contract resulting from this request for proposal.
• The cutoff for any questions pertaining to this RFP is Tuesday, March 31, 2026, at 3:00 P.M. (CST). Any questions shall be submitted in
writing to the buyer identified above.
• HAND DELIVERED, FAXED, OR EMAILED PROPOSALS WILL NOT BE ACCEPTED.
A pre-proposal conference is scheduled for Tuesday, March 17, 2026, at 10:00 A.M. (CST). The pre-proposal conference shall be conducted via

encouraged to participate.

For any contract for services greater than $5,000, the successful Offeror shall comply with § 285.530, RSMo., as amended, and (1)
provide by sworn affidavit affirmation that it does not knowingly employ any person who is an unauthorized alien and (2) provide
documentation affirming its enrollment and participation in a federal work authorization program with respect to the employees
working in connection with this contract. The required documentation affirming enrollment must be from the federal work
authorization program provider. A letter from the Service Provider reciting compliance is not sufficient. A signed and notarized Work
Authorization Affidavit and the Electronic Signature Page from the E-Verify program shall be provided prior to the issuance of a contract.
The City is committed to providing opportunities to DBE, MBE, and WBE prime, general, and subcontractors and encourages such
business enterprises to submit responses.

PART I
DESCRIPTION OF PROJECT AND SERVICES REQUIRED
RFP #061-2026
1.0 INTRODUCTION/PURPOSE/BACKGROUND:
The City of Springfield is seeking proposals from qualified firms to assist in producing Neighborhood Plans for the City’s registered
neighborhood associations. The intent is to:
• Analyze current development patterns.
• Identify opportunities for and develop a strategy to guide and promote future development.
• Identify improvement projects within the neighborhoods.
These plans will be concise, targeted plans at the neighborhood level that support and implement the overall vision and goals of
Forward SGF the City’s Comprehensive Plan through an efficient and streamlined planning process.
1.1 PURPOSE
1.1.1 Priorities in each neighborhood will vary, but fundamental planning components inherent to each neighborhood
should be vetted with residents during the development of plans, such as:
1.1.1.1 Assets and locations of neighborhood value that should be targeted for protection and preservation.
1.1.1.2 Areas and issues that create stress and friction with residents.
1.1.1.3 Preferred redevelopment areas and locations where housing and services can be expanded.
1.1.1.4 Strategies to increase access and connections to commercial services and amenities.
1.1.1.5 Identification of capital investment and infrastructure priorities.
1.1.1.6 Strategies to expand and market neighborhood identity and value.
1.1.1.7 Strategies to create and grow a neighborhood organization, increase activism and betterment, and
promote the concept of “Neighboring” to build relationships and keep neighborhoods strong.
1.1.2 These components are essential to shaping neighborhood-specific strategies that are aligned with resident values
and needs while ensuring consistency with the broader goals of the Forward SGF Comprehensive Plan.
1.1.3
For the purposes of this project, the City will organize the twenty-four (24) registered neighborhoods into six (6)
planning groups, each consisting of four geographically adjacent neighborhoods. This grouping structure is
intended to enhance efficiency in stakeholder engagement, including meeting coordination, information
gathering, and collaborative planning. Aligning proximate neighborhoods will facilitate more effective discussion
of shared needs and will support the development of coordinated improvement strategies for issues that extend
across multiple neighborhood boundaries.
1.2 BACKGROUND
1.2.1
The City of Springfield is located in central Greene County, at the intersections of Interstate Highway 44 and U.S.
Highways 60 & 65. With a population of 170,596, Springfield is the largest city in the Ozarks region, with a total
population of 475,220 for the Metropolitan Statistical Area. St. Louis, Kansas City and Tulsa are all approximately
three (3) hours away by car, so Springfield is a hub for education, medical services, and retail shopping for the
region.
