Research and Policy Analyst

The purpose of this Request for Proposal (RFP) is to obtain one Contractor to act as the Research and Policy Analyst for the NYS Community Commission on Reparations Remedies. The Contractor shall analyze and document existing laws, policies, and practices that serve as remedies to the legacy of slavery and systemic racial injustice in New York State. This research will guide the Commission’s recommendations for reparative measures and be included in the narrative produced by the Research Historian and subject-matter experts to be part of the report submitted to the Governor, the Temporary President of the Senate, the Speaker of the Assembly, and the minority leaders of the Senate and Assembly.

The minimum requirements listed below (A and B) must be met by each Proposer or the lead team member if the Proposer is a nonprofit organization, college/university, or business entity:

A. Minimum of two years of experience in policy analysis, legal research, historical analysis,

and;

B. An associate degree or higher in public policy, law, sociology, or a related field.
