INVITATION TO BID
The Town of Bedford, Massachusetts Select Board, hereinafter called the “Awarding Authority”, will receive sealed bids from DCAM qualified contractors, addressed to the Bedford Facilities Department, 101 McMahon Road Bedford, MA 01730. General Bids will be received until 11:00 AM. Eastern Standard Time, June 11, 2025 and then publicly opened and read for:
SALT SHED REPLACEMENT PROJECT
The plans and specifications, hereinafter called the “Project Manual” as prepared by the Awarding Authority and Weston & Sampson, describe the project for the Salt Shed Replacement Project at 108 Carlisle Rd, Bedford, MA. Bidding procedures shall be in accordance with Massachusetts General Laws, Chapter 149. The Scope of Work includes the demolition of two salt and sand storage structures, construction of a new high arch gambrel salt shed with associated ground improvement, paving, construction of stormwater treatment measures, and the installation of lighting. The estimated construction cost for the entire project is $2,500,000.
Each General Contractor shall submit with their bid, both a current Certificate of Eligibility, in the category of General Construction, as issued by the Division of Capital Asset Management and Maintenance, Commonwealth of Massachusetts, showing approval for the size and nature of the project herein advertised, Update Statement current as of the date of the bid, in order to be considered for this project. The apparent low bidder must also furnish to the Awarding Authority a copy of the Contractor Qualification Statement referenced by the Update Statement furnished with the bid documents.
SUB-TRADE INFORMATION:
Filed Sub-Bids will be received at Bedford Facilities Department 101 McMahon Road Bedford MA, for the trades listed below, will be received until 11:00 AM. Eastern Standard Time, June 4, 2025 and then publicly opened and read at Bedford Facilities Department. The results will be issued as an addendum no later than 48 hours prior to the General Bid opening.
Each Sub Bidder must submit with their bid, both a current Certificate of Eligibility, as issued by the Division of Capital Asset Management, Commonwealth of Massachusetts, showing approval for the size and nature of the project herein advertised, and an Update Statement current as of the date of the bid, in order to be considered for this project. The apparent low bidder must also furnish to the Town a copy of the Contractor Qualification Statement referenced by the Update Statement furnished with the bid.
SUB-TRADES: Roofing and Flashing, and Electrical
All bids must be accompanied by a bid security in the form of a certified, treasurer’s or cashier’s check, drawn upon a responsible bank, or a bid bond, each in the amount of five percent (5%) of the total bid price, payable to the Town of Bedford.
A Performance Bond, as well as a Labor and Materials or Payment Bond, each in such a form as prescribed in the Instructions to Bidders and acceptable to the Awarding Authority, will be made part of the Contract with the General Contractor who shall be awarded this Bid. All bonds must be drawn for One Hundred Percent (100%) of the Total Contract Price.

A non-mandatory pre-bid meeting will be at 11:00 AM. Eastern Standard Time, May 21, 2025 at the project site, 108 Carlisle Rd, Bedford, MA.
Bids are subject to M.G.L. c149 §44A-J, as amended, and to minimum wage rates as required by M.G.L. c149 §26 to 27D inclusive. The Awarding Authority reserves the right to waive irregularities and to reject, at its discretion, any or all bids if it is in the public’s interest to do so, and to reject any bid if the Awarding Authority determines that such bid does not represent the bid of a person competent to perform the work as specified or if fewer than three bids are received for this work.
