Title: Guadalupe Adaptation and Resilience Plan
Addenda: 0
Release Date: 6/9/2025
Due Date: 7/25/2025
VTA seeks proposals (each, a “Proposal”) from qualified firms (each, a “Proposer”) to conduct a climate vulnerability assessment and energy feasibility study (“Services”) for the Guadalupe Adaptation and Resilience Plan (“Project”).
The Climate Action and Adaptation Plan (CAAP) was completed and adopted by VTA’s Board of Directors in February 2024. The CAAP provides a comprehensive plan for VTA to address climate change, including actions to both reduce GHG emissions (i.e., climate change mitigation) and address climate change impacts by adapting to and building resilience of VTA’s assets and operations (i.e., climate change adaptation). One of the next steps identified in the CAAP was to develop a detailed vulnerability assessment and adaptation pathways for each critical facility.
As a follow-up to the CAAP, VTA is preparing the Guadalupe Adaptation and Resilience Plan (Guadalupe ARP) to conduct a climate vulnerability assessment and feasibility study of VTA’s Guadalupe Light Rail Division (Guadalupe Yard) located at 101 W Younger Avenue, San Jose, California. Constructed in 1983, the Guadalupe Light Rail Division is over forty years old. The Yard includes the following: Building A, consisting of a train maintenance shop and OCC for train and bus and administration; part storage building; historic trolley storage building; trailers for employee training and administration; two electrical substations providing power to light rail; train wash facility; and 28 storage tracks.
