Instructions for Submission of Proposals:



Proposals shall be submitted electronically through email to the Contracting Officer, Sara Robinson at sara.e.robinson19.civ@us.navy.mil and Jonathan Groeschel at jonathan.j.groeschel.civ@us.navy.mil. Ensure emails are sent with the RFP#N6264924R0029 in the subject line. The proposals shall be submitted no later than 1600 JST on 13 November 2024. Any proposal submission provided after 1600 JST 13 November 2024 would be considered late and not eligible for award.



Proposals that do not comply with these instructions may be considered invalid and may render the Offeror ineligible for award.



Any prospective offeror desiring an explanation or interpretation of the solicitation, specifications, etc., shall request it in writing no later than 1600 JST on 15 October 2024 to allow a reply to reach all prospective offerors before the submission of the proposals using RFP Section J Attachment 13. Oral explanations or instructions given before the solicitation closing date/award of the contract will not be binding. Any information given to a prospective offeror concerning a solicitation will be furnished promptly to all other prospective offerors as an amendment of solicitation, if that information is necessary in submitting offers or if the lack of it would be prejudicial to any other prospective offerors. Questions and requests for clarification shall be submitted to all of the following points of contacts via e-mail(s): Sara Robinson at sara.e.robinson19.civ@us.navy.mil and Jonathan Groeschel at jonathan.j.groeschel.civ@us.navy.mil.



Instructions for Technical Data Request:



Request made for technical data shall be submitted electronically through email to the Contracting Officer, Sara Robinson at sara.e.robinson19.civ@us.navy.mil and to Jonathan Groeschel at jonathan.j.groeschel.civ@us.navy.mil using RFP Section J Attachment 14. Ensure emails are sent with the RFP#N6264924R0029 in the subject line. The approval of the technical data release will be made by the Foreign Disclosure Office (FDO). Additional Offeror information may be requested by the Contracting Officer at the direction of the FDO. The technical data request shall be submitted no later than 1600 JST on 15 October 2024.
