1. Introduction.

This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this presolicitation. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.





2. Applicable North American Industry Classification System (NAICS) Code.

The applicable NAICS CODE: 237310 – Highway, Street and Bridge Construction

(Size Standard in millions of dollars $45M).





3. Type of Contract to be Awarded.

As a result of this presolicitation and possible solicitation, the Forest Service, Region 2, plans to award a firm fixed price contract.





4. Type of Solicitation.

The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”.





5. Presolicitation Posting Period.

This presolicitation will be posted for 15 days.

7. Contract Description.

The base of work consists of reshaping the roadbed by reestablishing ditches and pulling the road width back to a standard width by cutting the shoulders and adding acceptable material to the existing surface. The new surface will be constructed with a crown of no less than 4%. Additional work will include cleaning lead-out ditches, cutting the washboard, filling potholes and covering large rocks. Once the approved roadbed is prepared, commercially purchased aggregate consisting of CDOT class 6 1”-minus road base material with a pi between 2-9 shall be hauled, placed and compacted using layer placement method 204.11(a)(1) to a 4” depth and a 12' to 18' width at the Williams Creek Campground, Colorado.





8. Project Location.

The work will be conducted at the Williams Creek Campground, Colorado. Latitude and Longitude 37.4946, -107.2274.





9. Estimated Period of Performance.

October 6th, 2025 through April 24, 2026.





10. Disclosure of Magnitude.

The anticipated magnitude for this project is more than $100,000 to $250,000.00





11. Type of Set-aside.

Total small business set-aside.





12. Responses.
