Description:

The purpose of this RFP is to enter into a contract with a contractor to perform tree trimming services around the CITY.  The term of the contract shall be one (1) year with up to an additional three (3) years of continued service that is mutually agreed upon by both parties. Performance and Payment Bonds will not be required for this contract.  Insurance and endorsements will be required.


The work under this RFP consists of trimming trees services within the CITY limits.  The types of activities and how they are measured are identified in the Contractor’s Responsibilities and Non-Binding Fee Schedule.

Qualifications:
All work/activities shall conform to all federal, state, and local safety rules, regulations, and standards, such as, but not limited to, ISA, OSHA, ANSI A300, and ANSI Z133.

Any Offeror wishing to submit a proposal and be considered for this solicitation shall have had a minimum of five (5) years of successful experience in providing these services. The contractor shall provide examples of other similar contracts and/or construction work to the CITY as part of their RFP submittal.

Special Requirements:
XI.        CONTRACTOR’S RESPONSIBILITIES
1.        Comply with the contract documents executed between the contractor and the CITY.
2.        Provide a task order based on the locations provided by the CITY using items and costs identified in the fee schedule. No services shall be provided until the Contractor has received written approval (purchase order) from the CITY.
3.        Comply with all traffic and safety rules, regulations, laws, and standards. This includes proper signage, permits, and other vehicles and/or equipment as specified in the Virginia Work Area Protection Manual. Contractor shall also provide and employees shall wear all safety apparel and utilize safety equipment in accordance with OSHA and ANSI Z133 standards.
4.        Complete all items in each task ordered approved by a CITY purchase order to the satisfaction of the CITY.
5.        Contractor shall be responsible for cleaning up of all debris and material generated by trimming services and legally dispose of same.
6.        Contractor will be responsible for repairing or replacing any damaged items such as, but not limited to, curbing, gutters, signs and posts, headstones, sidewalks, etc.
7.        Contractor’s personnel will have proper safety and protection apparel and equipment when performing tree trimming services.
8.        Provide the CITY with an ‘on-call’ point of contact and be able to provide the CITY with trimming services on a 24-hour basis. Contractor shall confirm receipt of emergency on-call services within one (1) hour of notification by the CITY and be able to have staff on site within two (2) hours after confirmation.
