Divers Life Support System (DLSS) Routine Maintenance Services

NAVSUP Fleet Logistics Center San Diego, in Support of Explosive Ordnance Disposal Group One (EODGRU1) Divers Life Support Systems (DLSS), is issuing a solicitation as a total small business set- aside for a commercial Firm-Fixed- Price (FFP) contract to provide services necessary to perform Divers Life Support System (DLSS) Routine Maintenance Services. These services include maintenance, hydro testing, re-filling, and cleaning of high and low pressure piping, valves, flexible hoses, filters, moisture separators, volume tanks, compressed gas cylinders (Air, 02, and Mixed Gas), compressed gas flasks (Air, 02, and Mixed Gas); maintenance of Haskell oxygen booster pumps; maintenance of oxygen transfer pump assembly; maintenance of all compressors (Bauer models MVT- 26, O-26 and C-D/DV/NAVY); and maintenance of Transportable Recompression Chambers to ensure that EODGRU1 diver life support equipment is safe and operational to support EODGRU1 and Navy Expeditionary Combat Command (NECC) missions.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6 and procedures of 13.5, as supplemented with additional information included in this notice.

Interested parties shall provide their proposals to the Government in accordance with the Addendum to 52.212-1 in the solicitation by the closing date and time of this solicitation.

The applicable North American industry Classification System (NAICS) Code for this procurement is 811310 “Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance”

Offerors are advised that they must be registered in the SAM (System for Award Management) Database, SAM.gov, prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of proposals.

*Amendment 0002 was issued to to suspend the offer due date of receipt of offers due to the Notice of NAICS Appeal. The offer due date is suspended until OHA issues a decision required by 13 C.F.R. § 121.1103(c)(1)(i). Please see attached copy of the Notice and Order for further details.

*Amendment 0004 was issued to revise the NAICS from 811310 to 541380 in accrodance with OHA SBA's decsions that was issed on 28 FEB 2025. Additionally, the offer due date has been extended to 05 MAR 2025 at 12:00 PM PST.
