Description
THE INCUMBENT CONTRACT WAS AWARDED TO ECO-FRIENDLY CLEANING SPECIALIST, LLC FOR AN AGGREGATE OF $53,112.48 FOR FIVE (5) YEARS. THE STATEMENT OF WORK WITHIN THIS SOLICITATION MAY OR MAY NOT HAVE BEEN MODIFIED FROM THE INCUMBENT CONTRACT; THEREFORE, IT IS RECOMMENDED THAT QUOTERS THOROUGHLY REVIEW THE STATEMENT OF WORK IN THIS SOLICITATION AND MAKE A SITE VISIT.
COMBINED SYNOPSIS/SOLICITATION
Non-personal janitorial services at the National Weather Service (NWS) Weather Forecast Office (WFO) in Grand Rapids, Michigan
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1305M326Q0207 is issued as a Request for Quotation (RFQ) for the provision of janitorial services.
This acquisition is set-aside for small business concerns. The associated NAICS code is 561720. The small business size standard is $22.0M.
This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

CLIN 0001 – Services, non-personal, to provide all supervision, labor, tools, materials and equipment (unless otherwise provided herein) necessary to provide janitorial services at the National Weather Service (NWS) Weather Forecast Office (WFO) in Grand Rapids, MI, in accordance with the Statement of Work.
CLIN 1001 – Services, non-personal, to provide all supervision, labor, tools, materials and equipment (unless otherwise provided herein) necessary to provide janitorial services at the National Weather Service (NWS) Weather Forecast Office (WFO) in Grand Rapids, MI, in accordance with the Statement of Work.
CLIN 2001 – Services, non-personal, to provide all supervision, labor, tools, materials and equipment (unless otherwise provided herein) necessary to provide janitorial services at the National Weather Service (NWS) Weather Forecast Office (WFO) in Grand Rapids, MI, in accordance with the Statement of Work.
CLIN 3001 – Services, non-personal, to provide all supervision, labor, tools, materials and equipment (unless otherwise provided herein) necessary to provide janitorial services at the National Weather Service (NWS) Weather Forecast Office (WFO) in Grand Rapids, MI, in accordance with the Statement of Work.
CLIN 4001 – Services, non-personal, to provide all supervision, labor, tools, materials and equipment (unless otherwise provided herein) necessary to provide janitorial services at the National Weather Service (NWS) Weather Forecast Office (WFO) in Grand Rapids, MI, in accordance with the Statement of Work.
(iii) Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions.
THE STATEMENT OF WORK (SOW) IS ATTACHED (ATTACHMENT 1).
THE U.S. DEPARTMENT OF LABOR WAGE DETERMINATION 2015-4847 REVISION 32 DATED 05/13/2026 WILL BE INCORPORATED AND MAY BE VIEWED AT WWW.SAM.GOV (ATTACHMENT 2)
SEE THE ATTACHED SF 18 WITH THE TERMS AND CONDITIONS WHICH ALL QUOTERS MUST BE IN COMPLIANCE WITH TO BE ELIGIBLE FOR AWARD.
QUOTE PRICING MAY BE PROVIDED ON ATTACHED SF 18 FORM OR ON COMPANY LETTERHEAD.
(iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point (see RFO part 47).
Period of Performance:
Base Period for the period of 06/15/2026 through 05/31/2027.
Option Period 1 for a twelve month period 06/01/2027 through 05/31/2028.
Option Period 2 for a twelve month period 06/01/2028 through 05/31/2029.
Option Period 3 for a twelve month period 06/01/2029 through 05/31/2030.
Option Period 4 for a twelve month period 06/01/2030 through 05/31/2031.
The Base Period start date is an estimate. If there is a significant delay in awarding this contract, a shortened base period of performance may be utilized or an updated quote may be requested with a new 12-month base year and corresponding option years.

SITE VISIT INFORMATION
A site visit is highly recommended but not required. Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
