The Skagit County Parks Department is seeking a Statement of Qualifications from professional Civil Engineering firms interested in providing services to design restoration of a creek side washout at Donovan Park, 3494 Friday Creek Road, that sustained damage during a 2021 flood event. This project will receive FEMA funding assistance with requirements for the selected firm to provide restoration and mitigation design, construction specifications, cost estimating, permitting, and construction management.

Civil Engineering Services
The Skagit County Parks Department is seeking a Statement of Qualifications from
professional Civil Engineering firms interested in providing services to design restoration
of a creek side washout at Donovan Park, 3494 Friday Creek Road, that sustained
damage during a 2021 flood event. This project will receive FEMA funding assistance
with requirements for the selected firm to provide restoration and mitigation design,
construction specifications, cost estimating, permitting, and construction management.
Submittal:
Consultants must be listed on the Municipal Research and Services Center
(MRSC) roster at http://www.mrscrosters.org for eligibility on this project.
Interested firms should submit a coversheet that includes the firm name, address,
phone; team members; and engineering capabilities. The proposal shall also include all
subcontractors that may perform surveying, cost estimating work, or any other scopes
of work. The Statement of Qualification submittal shall be a maximum of 10 pages and
will be assessed based on the following criteria and weighting.
1. Baseline Professional Qualifications (10%)
Licensure: Active status as a Professional Engineer (PE) to complete work in
Skagit County.
Specialization: Demonstrated focus in Water Resources, Geotechnical, or
Structural Engineering.
2. Technical Modeling (25%)
Hydraulic Modeling: Advanced proficiency in simulating floodways and flows.
Geomorphology: Understanding river behavior and sediment movement to
ensure bank stabilization efforts survive future surges.
3. Regulatory & Compliance Knowledge (30%)
FEMA: Criteria required to certify that repaired flood barriers will withstand a 100-
year (1% annual chance) flood.
Environmental Permitting: Knowledge of Clean Water Act and shoreline permits
required by the U.S. Army Corps of Engineers (USACE) for moving sediment or
stabilizing banks.
4. Capacity and Schedule Validity (25%)
Resource Availability: Provide current workload of the firm and your anticipated
timeline to complete 40% design for initial FEMA review.
Proposed Timeline: Best estimate on project completion with consideration for
FEMA reviews, permitting, fish habitat, and seasonal water flow.
5. Similar Projects Completed and References (10%)
Provide description of 2-3 similar projects.
Provide reference contacts associated with these projects.

Skagit County reserves the sole right to terminate this process, to not award a contract,
and to cancel or modify this solicitation process at any time. In no event will the County
or any of their respective agents, representatives, consultants, directors, officers, or
employees be liable for, or otherwise obligated to reimburse, the costs incurred in
preparation of this RFQ, or any related costs. The prospective consultant teams shall
wholly absorb all costs incurred in the preparation and presentation of the submittals.
The RFQ Submittals will become the property of Skagit County.
Skagit County reserves the sole right to determine which proposal best serves the
County's interest or to reject any or all qualification submittals based on:
Rejection of any or all qualification submittals
Rejection of any proposal not in compliance with proposal requirements.
Providing of addenda, amendments, supplementary material or other
modifications to the RFQ specifications.
Request for submission of further information by the consultant in order to
complete evaluation by Skagit County.
Determination to select one or more proposers for attempted negotiation of a
final contract(s). Decisions made by Skagit County will be final.
Skagit County will review all qualification submittals and may request interviews. The
County will select the qualified applicant in a priority ranking, request a cost proposal
with labor categories fixed price rates, and establish a contract for full scope of work via
the attached template contract and insurance requirements. If agreement with the top-
ranking applicant is not reached, the County may negotiate with the next ranked
applicant or reopen the RFQ process. Skagit County encourages disadvantaged,
minority, veteran and women-owned consulting firms to respond.

Delivery of Responses:
To be considered, qualification submittals must be delivered, mailed or emailed
(preferred) to Ken Hansen no later than 4:00 p.m. on Thursday, September 10, 2026.
Responders are solely responsible for ensuring that qualification submittals are
delivered on time. Responses received after the due date and time will not be
considered.

PERSONAL SERVICES AGREEMENT

Vendor Name, hereinafter called Contractor, and Skagit County, hereinafter called County,
agree as set forth in this Agreement, including:
(General Conditions); Exhibit A (Scope of Work & Compensation); Exhibit B
(Proof of Insurance).
copies of which are attached hereto and incorporated herein by this reference as fully as if
set forth herein.
The term of this Agreement shall commence on the date of execution and shall
continue for two years with an option to extend for one additional year. Any party may
terminate this Contract by giving 30 days’ notice in writing either personally delivered or
mailed postage-prepaid by certified mail, return receipt requested, to the party's last known
address for the purposes of giving notice under this paragraph.
The County has established the following GL expenditure code for this Agreement:
352 56600004110 which shall be included on all billings or correspondence in connection
therewith.
Contractor acknowledges and by signing this contract agrees that the Indemnification
provisions set forth in Paragraphs 4 (Independent Contractor), 6 (Taxes), 12 (Defense and
Indemnity Agreement), 21 (Patent/Copyright Infringement) and 24 (Confidentiality), are
totally and fully part of this contract and have been mutually negotiated by the parties.
