Project Description: 1.1 PROJECT INFORMATION A. Notice to Bidders: Qualified ELECTRIC bidders are invited to submit bids for Project as described in this Document according to the Instructions to Bidders.
B. Project Identification: Lower Pottsgrove Township Municipal Building & Police Station. 1. Project Location: 1963 E High Street, Pottstown, PA 19464.
C. Project Description: Level 3 renovations for the adaptive re-use/conversion of the former Tower Health Facility to new offices and police station for the Township of Lower Pottsgrove, Montgomery County, Pennsylvania. The scope shall include spatial reconfiguration of most interior areas, building-wide fenestration replacement and replacement of the building HVAC, Electric and Plumbing systems. The existing sprinkler system shall remain, but be modified to the new interior layout. The work shall include the construction of a one-story, 2,000 sf garage/storage addition to the north side of the building and associated site renovations. D. Construction Contract: Bids will be received for the following Work: 1. Electric Construction as part of a Multiple Contract Project consisting of the following other prime contracts: a. Plumbing Construction. b. Mechanical Construction. c. General Trades Construction.
1.2 BID SUBMITTAL AND OPENING A. Owner will receive bids via PennBid until the bid time and date indicated on the PennBid portal. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
1.3 BID SECURITY A. Bid security shall be submitted with each bid in the amount of 10 percent of the bid amount. B. Each bid must be accompanied by a proposal guaranty, a certified check, bank cashier's check, trust company treasurer's check, bid bond as referenced in this Project Manual, or other form of security permitted by applicable law and acceptable to PennBid terms and conditions.
1.4 PREBID CONFERENCE and SITE VISITS A. A pre-bid conference shall NOT be held for this re-bid. B. Prospective bidders are requested and strongly advised to visit the project site. C. Site visits shall be permitted for the following dates: 1. Wednesday, November 6, 2024; 8:00 A.M. to 10:00 A.M. 2. Thursday, November 7, 2024; 8:00 A.M. to 10:00 P.M.
1.5 DOCUMENTS A. Online and Printed Procurement and Contract Documents: Contract documents are available for review via PennBid and purchase, at bidder’s expense, via the Architect’s office. 1. Cost for hardcopy Procurement and Contract Documents is $700.00, plus cost of shipping, payable directly to the Architect. B. Inquiries and Requests for Interpretation should be directed to the Architect via PennBid. Phone calls will not be accepted. Answers regarding the scope of work or otherwise affecting the cost or performance of the Work will be issued to bidders in the form of an Addendum and shall be reflected and acknowledged on the Bid Form. Answers to valid questions will be issued in Addenda via PennBid. Last day for bidders to submit questions is four (4) business days prior to bid due date and last electronic upload of responses will occur no later than two (2) business days prior to bid due date.
1.6 TIME OF COMPLETION AND COST PENALTIES A. Bidders shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. B. Work is subject to liquidated damages for not achieving substantial completion by specified date, and cost penalties for not completing closeout and punch list requirements as identified in Section 017700 “Closeout Procedures” and Section 017823 “Operation and Maintenance Data”.
1.7 BIDDER'S QUALIFICATIONS A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder. B. Refer also to Section 013120 “Qualified Contractors” for additional bidder qualification information.
1.8 ADDITIONAL INFORMATION A. Notice is given that the Project for which construction bids are being solicited is a Project constituting public works in Pennsylvania and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, Act of August 15, 1961, P.L. 987. Appropriate prevailing minimum wage rates as promulgated under provisions of said Act must be paid by Contractors in connection with performance of Contract work. 1. Wage Determination Schedule for this Project is provided at Document 007340. B. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. C. No bids may be withdrawn for a period of 60 days after opening of bids.
