Project Description: The State System of Higher Education (System), through the Office of the Chancellor, intends to contract centrally with a number of firms in order to have firms available to perform a variety of construction management services for the System and its universities. The proposed set of contracts will be SSHE-CM-2025 Centrally-Held Open-End Contracts for Construction Management Services. These proposed contracts will replace the existing PASSHE-CM-2019 Centrally-Held Open-End Contracts for Construction Management Services, which expire in fall 2025.

Attendance at the pre-proposal conference is not mandatory
The contracts will be indefinite-delivery, indefinite-quantity contracts. The contracts will not have any specific dollar value attached to them. Services, with associated fees, will be ordered against the contracts if and when needed by the System and its universities. The term of the contracts will be two years, plus two optional renewal terms of two years each, for a maximum of six years.
This procurement will be consistent with the requirements of both the Commonwealth Procurement Code (62 Pa.C.S. §101 et seq.) and Act 188 of 1982, as amended, for the selection of professionals. Selections will be made solely on technical merit (experience and qualifications). Billable rates will be negotiated with proposers who are selected.
All other details concerning the solicitation, the proposal requirements, the contract requirements, and the scope of services for the contracts will be provided in the RFP.
Proposers and prospective proposers will be prohibited from marketing their services with the System, or otherwise contacting anyone at the System for purposes which could be construed as marketing, during the period starting when this advance public notice is published, and lasting through the announcement of selections. Contact between firms and the System will be limited to communications which are administrative in nature.
