  • Synopsis
    The City of Detroit, Housing and Revitalization Department (HRD) is issuing a Notice of Funding Availability (NOFA) for Public Facility Rehabilitation emergency shelter projects to be funded with Public Facility Rehabilitation Community Development Block Grant Disaster Recovery (CDBG-DR) funds.

    The U.S. Department of Housing and Urban Development (HUD) has allocated the City of Detroit, through its Housing and Revitalization Department (HRD), Community Development Block Grant – Disaster Recovery (CDBG-DR) funding to support long-term recovery efforts following storm events from the 2021 and 2023 Presidential Major Disaster Declarations.

    This program is designed to aid emergency shelter providers in the rehabilitation of their existing facilities. Emergency shelters are defined as a facility that provides temporary overnight lodging for people experiencing homelessness, which can include families with minors, single adults, and youth aged 18-24. For the purposes of this NOFA, emergency shelters providers must accept referrals through Detroit’s coordinated entry system, CAM as well as enter data into the Homeless Management Information System (HMIS) data system or a comparable database if serving survivors of domestic violence.

    Selected applications must meet all the CDBG basic eligibility requirements to be considered for funding. Applications that do not meet the eligibility requirement will be eliminated from consideration. Applications will only be considered for funding if they meet the Threshold Requirements outlined in the NOFA document. Applications passing the threshold criteria review will be ranked and scored.
