Request for Proposals: Janitorial Services

The City of Monrovia (City) is requesting proposals from qualified and experienced firms (Contractor) to provide janitorial services for various city-owned facilities. The selected contractor will be responsible for furnishing all labor, supervision, equipment, materials, and supplies necessary to maintain facilities in a clean, sanitary, and safe condition.

The Request for Proposal (RFP) outlines the scope of work, minimum qualifications, proposal requirements, and evaluation criteria. The City intends to award a contract to the Contractor whose submission is determined to be the most responsive and in the best interest of the City.

Proposals must be submitted electronically to bids@monroviaca.gov by 6:00 p.m., Thursday, May 7, 2026.

The purpose of the Request for Proposals (RFP) is to solicit proposals from qualified firms (Contractor) interested in contracting with the City of Monrovia (City) to provide janitorial services at various city-owned facilities. A complete list of the specifications for the required work and City facilities, including descriptions and attributes, are included in Sections 5 and 6 of this RFP.

SCHEDULE OF EVENTS

The City reserves the right to adjust this schedule as necessary. Any changes to the schedule will be sent to the companies listed on the plan holder’s list or the pre-proposal meeting attendance sheet.  Additionally, all correspondence related to this RFP will be posted on the City’s website.  All responses must be on the forms provided by the City in this RFP unless otherwise stipulated. The entire proposal package must be returned in its entirety with all requested information completed. Except for additional information specifically requested within this document or by written addenda, no additional material will be accepted.

MANDATORY PRE-PROPOSAL MEETING

A mandatory pre-proposal meeting will be held on Tuesday, April 14, 2026, at 9:30 a.m., at Monrovia Public Works Yard located at 600 S. Mountain Avenue, Monrovia, CA 91016.  To confirm your attendance, please contact Brittany Jasso, Management Analyst, at bjasso@monroviaca.gov . Contractors will need to sign in at the meeting.

Following the initial meeting, City staff will conduct tours of the following sites:

Proposers must tour all buildings on April 14, 2026, to submit an RFP. Please allow time in your schedule to view all the facilities.

The purpose of this meeting is to familiarize contractors with the scope of work and to answer any questions which may arise prior to submitting proposals.

Attendance at the Pre-Proposal Meeting is MANDATORY for those wishing to submit proposals. Failure to attend the pre-bid meeting shall result in the disqualification from the RFP process.

SUBMITTAL GUIDELINES

For proposals to be considered, the City must receive one (1) electronic copy of the proposal no later than by 6:00 p.m. on Thursday, May 7, 2026. Proposals must be submitted to bids@monroviaca.gov , with “City of Monrovia Janitorial Services” in the subject line.
