NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source – Medical Primary Care
The identified vendor will:
1. Provide in-person and virtual medical primary care, including pediatric primary care for
ages 2+, in established clinics for up to 370 Shelby County Government temporary
employees and their household members at no cost and with no requirement of health
insurance. Staff must include board certified medical professionals who can order tests,
draw labs, and prescribe medications in the state of Tennessee.
2. Provide initial mental health or substance abuse screening with referrals to a qualified
mental health or substance abuse provider.
3. Provide at-cost standard lab work onsite or through partnerships with retailers. Must offer
standard biometric testing and bloodwork screenings.
4. Dispense at-cost pharmaceuticals onsite or through partnerships with retailers.
5. Have an established network of clinic locations (or planned network with at least one
operational clinic) available in the greater Memphis region at the time of this public notice.
Procurement Timing/Deadlines:
1. October 1, 2026

In accordance with Shelby County’s Purchasing policy, notice of single source will be posted on
the County’s website for seven (7) days prior to award.
Notice expires on August 20, 2026 at 2:30 p.m.
