LOX SYSTEM AND OXYGEN FOR CAMANCHE RESERVOIR

I. STATEMENT OF WORK

A. SCOPE

It is the intent of these specifications, terms, and conditions to describe District

requirements for supplying liquid oxygen (LOX), a liquid oxygen tank, vaporizer and

associated equipment (supply system), and maintenance and repair services for the

liquid oxygen supply system at the District’s Camanche Reservoir. The project will

furnish, install and test, and provide training to District personnel for the oxygen supply

system.

The District intends to award a contract for a five (5) year period, beginning

approximately November 16, 2026, and ending November 15, 2031 to the lowest cost

bidder(s) whose response meets the District’s requirements.

B. BIDDER QUALIFICATIONS

1. Bidder Minimum Qualifications

a. Bidder, bidder’s principal, or bidder’s staff shall have been regularly engaged

in the business of providing liquid oxygen, liquid oxygen supply systems as

well as maintenance and repair services for at least three (3) years.

b. Bidder shall possess all permits, licenses, and professional credentials

necessary to supply product and perform services as specified under this

RFQ.

C. BACKGROUND

1. Project Description

The District owns and operates a hypolimnetic oxygenation system designed to

increase dissolved oxygen in the bottom of the cold water pool (hypolimnion) of

Camanche Reservoir, 25724 N. McIntire Road, Clements, CA 95227, in order to

mitigate water quality problems experienced with respect to dissolved oxygen

and hydrogen sulfide and resulting impacts on fishery resources.

This system involves a large inverted steel cone (Speece Cone oxygenator),

submersible pump, and distribution piping on the bottom of the reservoir, all

currently installed and working. The Speece Cone oxygenator is capable of

dissolving high concentrations of oxygen in cold sidestream withdrawn from the

hypolimnion by the submersible pump. The superoxygenated sidestream is

discharged back into the hypolimnion through a horizontally directed diffuser,

which will carry the oxygenated water far upstream while maintaining reservoir

stratification.

2. Requirement

The District is releasing this RFQ because it requires an oxygen vendor familiar

with and experienced in providing a liquid oxygen supply system with sufficient

capacity to supply up to 12,500 pounds (150,000 c.f.) of oxygen per day from May

1 through October 31 (approximate dates) each year for 5 years.

D. OXYGEN and EQUIPMENT SPECIFICATIONS

1. This section specifies the Oxygen Supply system which the Contractor, a business

licensed in California, shall provide, install, service, and maintain for the

Camanche Reservoir Hypolimnetic Oxygenation Facilities for a period of 5 years.

a. The oxygen supply system shall have sufficient capacity to supply 12,500

pounds of oxygen per day at 100 psig.

b. Oxygen shall be at least 99.5 percent oxygen by volume at 70 degrees

Fahrenheit and 14.7 psia.

c. Oxygen tank shall have a storage capacity of at least 11,000 gallons

2. Maintenance services shall be provided in strict accordance with the oxygen

supply system manufacturer’s published maintenance requirements and

practices. A written record of maintenance services performed after award shall

be supplied within thirty days of performance of such services to District.

3. Products

a. Equipment Features – Oxygen storage tank shall be horizontal.

b. Controls – Oxygen Supply System shall be equipped with such controls as

are necessary to conform to all applicable codes and to prevent delivery of

liquid oxygen or oxygen at excessive pressure to District oxygen piping.

c. Auxiliary Devices – Oxygen Supply System shall transmit an electronic

signal to the District’s SCADA system which shall indicate the number of

hundred cubic feet remaining in the oxygen storage tank and shall also

signal a general Oxygen Supply System failure to SCADA. The Contractor

shall provide all necessary instrumentation to monitor and report tank

storage levels to determine liquid oxygen product deliveries.

E. EXECUTION

1. General – Contractor shall inspect the site for the Oxygen Supply System, identify

any discrepancies or incompatibilities, including grading, retaining walls,

unloading area, access roads, security fencing, slabs, and concrete foundations

necessary to support and restrain the equipment. Contractor shall resolve with

the District prior to installation of the Oxygen Supply System any such

discrepancies or incompatibilities.

2. Installation – Contractor, or Contractor’s agent, shall furnish and install the liquid

oxygen storage tank, vaporizers, and all appurtenant piping, valves, and controls.

3. Start-Up and Training – Contractor shall test and start-up its equipment and

demonstrate that such equipment generates required signals to SCADA including

all alarms. Contractor shall also brief District personnel on all required operating

and safety procedures. The Contractor shall fill the liquid oxygen tank and start

up the system as directed by the District and maintain equipment and supply

oxygen during the 30-day testing period (District will determine if testing is

required). The District shall pay for all oxygen used during the test period prior to

project acceptance up to 14,500 pounds per day.

F. SPECIFIC REQUIREMENTS

1. The District requires a contractor to provide liquid oxygen, an oxygen supply

system (tank, vaporizer and associated equipment) as well maintenance and

repair services for the oxygen supply system at the Camanche Reservoir. The

oxygen supply system will connect to existing piping and underwater oxygen

dispersion equipment that is owned, operated and maintained by the District and

will remain in place.

UNDER NO CIRCUMSTANCES WILL THE DISTRICT ASSUME RESPONSIBILITY FOR

MAINTENANCE AND REPAIR WORK ON THE OXYGEN SUPPLY SYSTEM

(EXCLUDING PIPING FROM THE SLAB TO THE CAMANCHE RESERVOIR AND

UNDERWATER OXYGEN PIPING AND DISPERSION EQUIPMENT). SUCH

MAINTENANCE AND REPAIR SERVICES ARE THE RESPONSIBILITY OF CONTRACTOR

UNDER THIS PROPOSAL.

BIDDERS MUST BID ON ALL ITEMS IN EACH SCHEDULE TO BE CONSIDERED

RESPONSIVE. BIDDERS MAY BID ON ONE OR MORE SCHEDULES.

2. Comparison of Bids – Bids will be compared by schedule and a contract(s) award

will be made to the responsible/responsive bidder(s) offering the lowest total

cost to the District on equipment and oxygen meeting these specifications,

including any payment discounts offered. Award of contract(s) will be made as

follows: Schedule II (to one bidder) or Schedules I & III (to either one or two
