Elevator Contracting Services Prequalification
For
Vancouver Coastal Health Elevators

Vancouver Coastal Health Authority (VCH) intends to prequalify its current service providers Richmond Elevator and ThyssenKrupp Elevator (Elevator Contractors) for modernization and new build projects (Projects).  These Projects serve VCH facilities, clinical and building operations. The combined value of these Projects annually is estimated in the millions or 10’s of million dollars plus tax.  VCH will complete a public tendering process for General Contractors for the Projects but negotiate the contemplated contracts with the prequalified Elevator Contractors for the following reasons:

  • They are currently the prequalified Elevator Contractors with the required services, maintenance and project contracts conducting VCH elevator modernizations and new builds familiar with delivering the elevator requirements and projects for VCH;
  • They understand the applications with the capability to execute complex Health Authority elevator projects in active Acute and Non-Acute Care Buildings and campus settings;
  • There are synergies and savings in clinical operations, building operations, project, time and specification work that can be implemented with these companies whom have a strategic advantage in completing the Project(s) effectively in the shortest timeframe with the required outcomes for VCH;
  • Current circumstances with extending long lead times for equipment continues the need to engage as soon as possible prior to or in tandem to bidding for General Contractors so as to minimize delays and lead-times to start of construction;
  • Elevator Contractors will mobilize the Project(s) upon or even prior to conclusion of negotiations for specifications in the Project(s) that are not relevant to them;
  • Elevator Contractors are registered and comply with all applicable WorkSafe BC regulations;
  • Elevator Contractors will have the required Comprehensive Commercial General Liability insurance coverage in an amount not less than $5,000,000.00 inclusive per occurrence against bodily injury, personal injury and property damage;
  • Elevator Contractors will have Automobile Liability insurance coverage on all vehicles owned, operated or licensed in an amount not less than $ 2,000,000.00;
  • Elevator Contractors will provided a Consent of Surety issued by a surety company registered to transact business in the Province of British Columbia;
  • A proven track record with no terminations is required in prior maintenance and service contracts;
  • VCH will consider other interested Elevator Contractors with the capability to provide the services, contract maintenance and performance requirements, specifications and guidelines it needs whom response to this NOI;
  • Smaller elevator contractors for smaller elevator projects that are not in acute care settings may be considered with liability and bonding of $2,000,000.00 or less.
Qualified Contractors may participate in this pre-qualification process and be assessed by sending an email to the undersigned no later than November 14, 2024:  Provide your qualifications, workplan, insurance coverage, bonding coverage and WorkSafe BC clearance letter related to the requirements defined in this NOI.  Only challenges from qualified Elevator Contractors to conduct these Projects will be reviewed.
