1. PURPOSE

described herein. The goal is to extend the life of the pavement and improve safety and appearance.

The scope of work includes the following:

S ite P reparation: T horoughly c lean the e ntire asphalt s urface, removing a ll d irt, d ebris, and loose gravel

using power blowers and brooms.

Edge Cleaning: Remove all vegetation and debris from the edges, curb lines, and cracks.

C rack Filling: Clean a nd fill a ll c racks 1/4 inch or larger witha hot-appliedp olymericm odifiedrubberized

crack sealant or approved equivalent.

O il Spot Treatment: Apply a primer to all oil/gasoline stains to ensure seal coat adhesion.

Seal Coating: Apply o ne (1) coat o f high-quality coal tar emulsiono ra sphalte mulsions ealer,mixedw ith

water, sand (3-5 pounds per gallon), and a latex modifier, to the entire applicable parking lot surfaces.

Restriping:Repaintallparkings talls,h andicapsymbols,a rrows,andc rosswalkusingwhiteo ryellowtraffic

paint (latex or alkyd) as per the existing layout.

C leanup:R emovealltrafficcontrold evicesa ndensurethes iteisc leanuponp rojectc ompletion.Allwaste

tobetransportedo ffsiteanddisposedo fa ta napproveds ite.Allpermitsanda nyfeesa ssociatedwiththis

project must be included in the Proposal.

3 . REQUIREMENTS AND SPECIFICATIONS

The requirements and specifications include the following:

E xperience: Contractor must have at least three (3) years’ experience in commercial seal coating projects.

Materials: All materials must be applied according to manufacturer specifications.

W eather Conditions: W ork shall only b e performed w hen temperatures a re 55ºF and rising, with n o rain

forecast for 24 hours post-application.

S ite Access: Work must be coordinated to allow for partial access to the parking lot during business hours.

Safety: The contractor is responsible for barricading the work area to prevent vehicular/pedestrian traffic.

4. S UBMISSION REQUIREMENTS

P roposals must include the following information:

5 . EVALUATION CRITERIA

Proposals will be evaluated based on the following criteria:

o T otal cost and value;

o Quality and suitability of materials;

o Proposer experience and references;

o P rojected timelines and ability to meet deadlines.

6. P RE-PROPOSAL SITE VISIT

T here will be a Mandatory P re-Proposal Site V isito n3/31/2026a t2 :00p mstartinga tAshevilleHighSchool,

located at 4 19 McDowell St, A sheville, NC 2 8803. A ttendance is required. T he Site V isitwillmovefromone

schooltothen extuntilall3s choolsa rev isited.Proposalswillnotb ea cceptedfromProposersnotrepresented

at the Mandatory Pre-Proposal Site Visit.

7 . TIMELINE

Work shall start on or approximately June 15, 2026 and shall be completed no later than August 10, 2026.

8 . C ONDITIONS

Each Proposer shall fully a cquaint itself with c onditions relating to the scope and restrictions a ttending the

e xecution of the work under Contract. Proposers shall thoroughly examine a nd b e familiar with the

Specifications.

It is also expected that the Proposers w ill o btain information c oncerning the conditions atlocationsthatmay

affectitsw ork.Thefailureo romissiono fa nyP roposertoreceiveo re xamineanyform,instrument,addendum

orotherdocument,ortoa cquaintitselfwithexistingc onditions,s hallinn owayrelieveitofa nyobligationsw ith

respect to its Proposal or to the Contract.
