Schertz-Cibolo-Universal City Independent School District (SCUC ISD) is soliciting proposals from qualified firms, vendor teams, and/or integrated vendor platforms to provide consulting and coordination services to the District and certain plan Participants regarding potential financial assistance for medical expenses, including pharmacy expenses and other related expenses for the District’s 2027 plan year.
In this context, “Participant” means a current SCUC employee or covered dependent enrolled in the District’s self-funded group medical plan, or a former employee or qualified beneficiary participating in the District’s COBRA program.
The District has retained Masonry Health as its independent strategic healthcare advisor for the employee medical plan. Masonry Health provides advisory services to the District in areas including strategic planning, claims and financial analysis, vendor evaluation and management, pharmacy benefit strategy, stop-loss strategy, costcontainment initiatives, governance and reporting, implementation planning, and other related healthcare benefit recommendations.
Respondents should understand that Masonry Health does not serve as the District’s third-party administrator (TPA), pharmacy benefit manager (PBM), insurance carrier, broker of record, claims administrator, or plan administrator. Rather, Masonry Health functions solely in an advisory capacity to support the District’s decision-making process.
The selected Respondent’s contractual relationship and obligations shall be exclusively with the District. While Masonry Health may participate in the evaluation, implementation, and ongoing oversight of services, all decisions regarding the District’s employee medical plan, vendor selection, and contractual arrangements remain solely within the authority and discretion of the District.
