PROFESSIONAL ENGINEERING AND ENVIRONMENTAL SERVICES

WINTER STORM DAMAGE REPAIR PROJECTS FEMA DISASTER 4683

The County of Glenn (County) is accepting Technical Proposals for Professional Engineering and Environmental Services for Winter Storm Damage Repair Projects (Project) to provide professional geotechnical and structural engineering services for permanent repairs to areas damaged by FEMA Disaster 4683.

Work to Be Completed: as needed, roadway, structural, geotechnical, environmental and surveying consultants to provide design solutions for the repair of the roadway slide damage from the severe winter storms and present them in an engineering study.

The engineering study at a minimum shall include:

• A description of the facility condition which include details/ topographic survey of the existing facility to include cause of damage.

• Work required to return the facility to pre-disaster design, function, and capacity to meet current codes and standards.

• A statement of anticipated environmental impacts for the recommended method of repair, community impacts, including safety and disruption of access.

• Alternate solutions including analysis of each alternate method of repair for cost and feasibility.

• Recommendation for the most feasible method of repair.

• Recommendation/cost estimates of any cost-effective mitigation efforts that could be included in the repair.

• After the Engineering Study has been accepted and approved, Prepare Final Design, Plans, Specifications and Estimates for selected method of repair.

Submissions in response to this Request for Proposals must be received by the Glenn County Public Works Agency no later than 12:00 p.m., Tuesday, February 11, 2025. Proposals received after the deadline will not be considered.

Glenn County retains the option to negotiate an amendment to the resulting agreement to add or delete construction projects and management services. It is expected the construction management services will include materials testing, environmental monitoring, labor compliance and construction management services in conformance with all County and State standards and standard practices for federally funded FEMA projects.
