RFP Purpose.
The purpose of this RFP is to solicit proposals that will enable the Department of Health and Human
Services (Agency) to select the most qualified contractor to provide clinical consultation and other
necessary programmatic services for the Civil Commitment Unit for Sexual Offenders (CCUSO).
Duration of Contract.
The Agency anticipates executing a contract that will have an initial one (1) year contract term with the
ability to extend the contract for 5 additional 1-year terms. The Agency will have the sole discretion to
extend the contract.
Bidder Eligibility Requirements.
The Agency will only consider proposals for contract from Bidders who have a PhD or PsyD in
psychology. Experience in sexually violent predator (SVP) treatment and program management is
required.
Procurement Timetable
There are no exceptions to any deadlines for the Bidder; however, the Agency reserves the right to
change the dates. Times provided are in Central Time.

Section 1 Background and Scope of Work
1.1 Background.
The Civil Commitment Unit for Sexual Offenders (CCUSO) program was created by the 1998 Sexually
Violent Predators Act of Iowa to provide secure, inpatient treatment for sexual offenders who are
believed to be a high risk for sexually re-offending. Inpatient treatment is indefinite, with length of
treatment dependent upon the time required for each individual to complete the criteria for
advancement through the five (5) treatment phases.
The CCUSO program provides a secure, long-term, and highly structured setting to treat sexually
violent predators (SVP) who have served their prison terms, but who, in a separate civil trial, have been
found likely to commit further violent sexual offenses. Each patient receives an annual evaluation
completed and submitted to the court; each patient receives an individual Master Treatment Plan that is
updated annually, as well as Action Plans, which are completed every 90 days to assess treatment
progress.
The CCUSO program currently serves approximately 200 patients, of which 90% are inpatient. The
Agency anticipates that the need for these services will be infrequent, typically occurring only a handful
of times per year. However, the Agency reserves the right to request services more frequently should
demand increase due to population growth or other factors.
1.2 RFP General Definitions.
When appearing as capitalized terms in this RFP, including attachments, the following quoted terms
(and the plural thereof, when appropriate) have the meanings set forth in this section.
“Agency” means the Iowa Department of Health and Human Services.
“Bid Proposal” or “Proposal” means the Bidder’s proposal submitted in response to the RFP.
“Bidder” means the entity that submits a Bid Proposal in response to this RFP.
“Contractor” means the Bidder who enters into a Contract as a result of this Solicitation.
“Deliverables” means all of the services, goods, products, work, work product, data (including data
collected on behalf of the Agency), items, materials and property to be created, developed, produced,
delivered, performed, or provided by or on behalf of, or made available through, the Contractor (or any
agent, contractor or subcontractor of the Contractor) in connection with any contract resulting from this
RFP.
“Invoice” means a Contractor’s claim for payment. At the Agency’s discretion, claims may be
submitted on an original invoice from the Contractor or may be submitted on a claim form accepted by
the Agency, such as a General Accounting Expenditure (GAX) form.
1.3 Scope of Work.
1.3.1 Deliverables.
The Agency anticipates that meetings and consultations required under this Scope of Work will be
conducted virtually unless otherwise specified and/or requested by the Agency. The Bidder shall outline
an approach for achieving the identified deliverables that incorporates the use of Agency approved
virtual meeting platforms with video capability. Contracted staff are expected to participate with video
enabled when applicable. Furthermore, the Bidder’s proposed approach must specifically address the
treatment of sexually violent predators, civil commitment treatment and management, and the provision
of treatment for individuals diagnosed with Gender Dysphoria.

1.3.1.1 Agency Consultation.
The Contractor shall meet with members of the interdisciplinary treatment team of the Agency to
consult on clinically complex patient cases, relevant clinical issues, and concerns identified by the
Agency, as requested by the Agency. The Contractor shall consult with the Iowa Office of the Attorney
General as deemed necessary by the Agency.
1.3.1.2 Patient Clinical Services.
The Contractor shall provide clinical services to CCUSO patients on an as-needed basis at the request
of the Agency. Clinical services include, but are not limited to, evaluations, therapy, psychological
assessments and interpretive reports.
1. The Contractor shall coordinate scheduling within fourteen (14) calendar days of notification
from the Agency.
2. Interpretive reports shall be submitted to the Agency within fourteen (14) calendar days
following completion of required testing or assessment.
1.3.1.3 Program Review.
The Contractor shall, at the request of the Agency, conduct a CCUSO program review. This review
must be conducted onsite and in-person at the facility. Material subject to review will include, but is not
limited to:
a. Group and individual therapy documentation,
b. Relapse Prevention Plans,
c. Action Plans,
d. Master Treatment Plans, and
e. Policies and procedures.
A comprehensive report of findings shall be provided by the Contractor within thirty (30) calendar days
from the conclusion of the review. The report shall include identified program strengths, deficiencies,
and recommendations to remedy and improve the CCUSO program.
1.3.1.4 Court Testimony.
The Contractor shall consult with the Iowa Office of the Attorney General and be available to provide
testimony on clinically relevant matters during court proceedings and revocation hearings as requested
by the Agency and/or the Iowa Office of the Attorney General. The Court will determine whether
testimony is given in person or virtually. The Court may be located in any Iowa county.
1.3.1.5 Licensing and Agency Compliance.
The Contractor shall:
1. Maintain licensure in the State of Iowa for the duration of any contract awarded, including all
extensions.
2. Provide copies of professional license(s) and any supporting and relevant documents requested
by the Agency.
3. Ensure that any personnel performing services under any contract awarded will remain in
compliance with the standard confidentiality requirements as well as Agency policies and
procedures, including any training deemed relevant to the Contractor by the Agency.
4. Identify one qualified individual who will fulfill all duties described herein to ensure continuity of
care and consistency in service delivery and approach. The Contractor may propose a backup
provider to ensure coverage in the event of an emergency or unforeseen absence; however, the
backup provider shall only serve in a temporary capacity and shall not share or rotate duties
with the primary provider.
1.3.2 Performance Measures.
1. Attend virtual meetings as scheduled 95% of the time.

2. The only individuals allowed to perform work assigned under any resulting Contract are those
they have been named at the time of contract execution.
3. Schedule meetings for patient services within 14 calendar days of request 98% of the time.
4. Provide interpretive reports to the Agency within 14 calendar days following testing or
assessment 98% of the time.
1.3.3 Agency Responsibilities.
The Agency shall provide the Contractor with a secured laptop computer, login credentials, and access
to all applications necessary to perform the services outlined in this contract. The Contractor shall use
the provided equipment solely for the purpose of fulfilling contractual obligations. Upon conclusion of
services, the Contractor shall return the laptop computer and any other Agency-issued equipment in
good working condition.
1.3.4 Contract Payment Methodology.
The Contractor will be paid for services provided that meet requirements as set forth in Scope of Work
at an hourly rate. This hourly rate will be inclusive of all fees for completing work, as assigned. Travel-
related expenses shall not exceed the maximum reimbursement rates applicable to employees of the
State of Iowa as set forth in the Department of Administrative Services’ State Accounting Policy and
Procedures Manual, Section 210 https://das.iowa.gov/state-employees/travel-and-relocation/210-travel,
and must be consistent with all Iowa Executive Orders currently in effect. If a corrective action plan is in
place, a 10% deduction will be applied to invoices until resolved.
Section 2 Basic Information About the RFP Process

2.2 Restriction on Bidder Communication.
From the issue date of this RFP until announcement of the successful Bidder, the Issuing Officer is the
point of contact regarding the RFP. There may be no communication regarding this RFP with any State
employee other than the Issuing Officer, except at the direction of the Issuing Officer or as otherwise
noted in the RFP. This section shall not be construed as restricting communications related to the
administration of any contract currently in effect between a Contractor and the Agency.
The Issuing Officer will respond only to questions regarding the procurement process. Questions
pertaining to the interpretation of this RFP may be submitted in accordance with the Questions,
Requests for Clarification, and Suggested Changes section of this RFP.
