REQUEST FOR PROPOSALS FOR
ARMED SECURITY SERVICES
FOR THE GATEWAY TRANSPORTATION CENTER
I. SOLICITATION:
The City of St. Louis ("City") invites Bids from qualified Bidders to provide armed security
services 24 hours per day and 365 days per year for the Gateway Transportation Center
(GTC) located at 430 S. 15th Street, St. Louis, MO 63103. Following the Information for
Bidders are the Bid Documents and additional forms and attachments all Bidders are
required to complete and submit as a part of their Bid.
The City's objective in this Solicitation is to secure a hoisting services Contractor who will
provide first-class, high-quality, responsive, and cost-effective service.
This solicitation is not to be construed or interpreted as a contract or a commitment of any
kind by the City; nor does it commit the City to pay for any costs incurred by a Bidder in
the submission of a Bid, evaluating the possibility of submitting a Bid, or for any cost
incurred prior to the City's issuance and full execution of a formal written Notice to
Proceed to the successful Bidder.
II. DEFINITIONS:
The following words and phrases shall have the following meanings when used throughout
this solicitation:
A. "City" means the City of St. Louis, a municipal corporation of the State of Missouri.
B. "City Representative" means the GTC Supervisor of the City of St. Louis
Comptroller's Office or their authorized or designated representative.
C. "Contractor" means the successful Bidder selected in accordance with this solicitation.
Successful Bidder and Contractor are interchangeable in the Information for Bidders
herein, the General Specifications, the Bid Documents, and in the subsequent service
contract.
D. "Holiday" means New Years Day, Dr. Martin Luther King, Jr Day, Presidents Day,
Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, the
day after Thanksgiving, Christmas Day, and all other days designated as holidays by
the Mayor of the City of St. Louis.

III. SCOPE OF WORK:
A. Contractor shall furnish licensed, uniformed, armed security officers and other
related personnel required to handle patrons and to provide a safe, secure
environment.
B. Contractor shall be responsible for the safety and security of all patrons and
employees as well as guarding the property against theft, trespassing and vandalism.
The Contractor shall assure that such services are provided in a manner that is
efficient, competent and satisfactory to the City.
C. Contractor shall provide two (2) armed security officers per shift, three (3)
shifts per day, to staff the security desk and patrol the inside and outside of the
Gateway Transportation Center on an hourly basis. Standard shifts are 7 a.m. - 3
p.m.; 3 p.m. - 11 p.m.; and 11 p.m. - 7 a.m.
D. Officers shall be knowledgeable in all practices and procedures of law
enforcement in the City of St. Louis. The Contractor shall ensure that all security
officers are thoroughly familiar with all applicable federal, state and local laws, rules,
regulations and procedures before they are allowed to staff any post.
E. Security Officers shall orally report any unusual incidents, hazardous
conditions, or emergencies immediately to the GTC shift supervisor. Written reports
covering all incidents shall be submitted within 24 hours of occurrence to the City
Representative.
F. Contractor shall employ, pay, provide and be responsible for all employee
wages and benefits and shall in no way be construed to be an employee of the City
G. Contractor shall identify a single point of contact and an alternate point of
contact through which all information concerning security service can be
communicated to and from the City representative.
H. All assigned security officers must meet or satisfy the following minimum
requirements:
Be properly licensed under guidelines set forth by St. Louis City and
carry such license at all times while providing service under this
contract.
Have basic written and oral skills in English.
Have a high school diploma or equivalent.
Be 21 years of age or older.

I. The Contractor shall ensure all security officers arrive properly equipped for
their shift. Such necessary equipment is subject to contract discussions but is expected
to include at minimum a clean and neat branded uniform consisting of a shirt and pants,
duty belt with radio pouch, firearm, non/less-lethal defense weapon, and all necessary
licenses (armed security) and certifications (pepper spray, firearm).
IV. BIDDER'S QUALIFICATIONS:
A. The Bidder (and any proposed subcontractors) must possess and maintain a valid City
of St. Louis Business License at the time of execution and throughout the duration of
the contract. In addition, the Bidder (and any proposed subcontractors) must have their
taxes current.
V. BID SUBMISSION REQUIREMENTS:
One (1) hard copy of the complete sealed Bids must be submitted on the Bid submission
documents supplied as a part of this Solicitation, along with a single USB/jump drive
containing PDFs of the Bid submission documents to:

The words "BID FOR SECURITY SERVICES FOR THE CITY OF ST. LOUIS
GATEWAY TRANSPORTATION CENTER" must be plainly written across the face of
the envelope. Bids received after the due date and time of Monday, June 29th, 2026 at
4:00 p.m., or not delivered to the designated address, will not be considered.
The Bid must be properly signed by the Bidder's duly authorized representative possessing
such authority to submit Bids, tender proposals, make offers, and enter into contracts on
behalf of the Bidder. Where the Bidder is a corporation, the corporate secretary shall duly
attest to the Bidder's signature and authority. Where the Bidder is a partnership, Bid must
be signed by one of the authorized partners or by an attorney-in-fact. If signed by an
attorney in fact, a power of attorney must be attached evidencing such authorization.
A. Required Bid Contents
1. Transmittal Letter: The Bidder shall provide a transmittal letter signed by an
authorized agent. The letter must briefly summarize the Bidder's ability and
willingness to perform the services required hereunder.
2. Organization Information, Background, and Capability: Provide a more thorough
description of your organization, its contact information, and the services it is
qualified to provide to the City of St. Louis. Describe the organization's strengths,
capabilities and experience in performing these services.

3. Key Personnel: Provide the name, title, telephone number and e-mail address of
the persons who will function as the primary contact and back-up contact person.
Provide brief resumes/qualifications of personnel who will be primarily involved
in this project.
4. Addressing Services: In this section, provide a description of how your
organization intends to perform the specific services requested above in the Scope
of Work, including a thorough description of the proposed approach to this project
including workflow and methodology to be utilized.
5. Pricing: Include details regarding the proposed fee for the services.
6. References: Include references from two (2) clients that have operations of similar
scope and complexity for which your organization has conducted a similar review.
7. Verification of License/Taxes: Bidders must affirmatively verify that the
organization has or will have prior to contract executive a current Business
License with the City of St. Louis and is current with tax remittance.
B. Disqualifications
More than one Bid from a Bidder under the same or different names will not be
considered. Reasonable grounds for believing that a Bidder has an interest in more
than one Bid will cause the rejection of all Bids in which the Bidder has an interest.
One or all Bids will be rejected if there is reason for believing collusion exists among
Bidders and no participant in such collusion will be considered in future Bids for
providing this service. Bids will not be accepted from any Bidder that has failed to
perform faithfully any previous contract with the City.
C. Right to Reject Bids
The City reserves the right to reject any Bid which, in the City's opinion, the Bidder
does not have adequate qualifications, any conditioned Bid, any Bid with erasures,
alterations, or alternatives, any Bid not accompanied by all the items identified on the
Bidder's Checklist, or any Bid submitted without the required Bid information. In
addition, any Bid not in compliance with the procedural requirements for submitting a
Bid as set forth in this solicitation and the preceding cover letter, shall be rejected. The
City reserves the right to reject any or all Bids and to advertise for new Bids. The
City, however, reserves the right to waive minor irregularities and formalities. The
City also reserves the right to establish a cure period, in the event that all Bidders have
not submitted the required Bid information for the purpose of obtaining complete Bid
submittals.
D. Questions
Should the Bidder find an error, discrepancy in, or omission from the Information for
Bidders and/or specifications, or should the Bidder be in doubt as to its meaning or
intent, the Bidder shall notify Chana Morton in writing at once, and not later than five

(5) calendar days prior to the Bid due date herein specified. Ms. Morton will then
distribute written responses as needed by Addendum to all prospective Bidders of
record. The City is not responsible for oral instructions.
There will be a Mandatory Pre-Bidders Tour & Meeting on Tuesday, June 16th, 2026
at 9 a.m. This will take place at the Gateway Transportation Center and consist of a
tour of the facility. You may also bring any questions in writing to this meeting.
E. Bid Evaluation
The evaluation of proposals will be performed by a Selection Committee composed of
representatives of the Mayor's Office, Comptroller's Office, and the Aldermanic President's
Office, in accordance with the guidelines established by Ordinance No. 64102 and the
Regulations established by the Board of Public Service.
The Selection Committee will consider, at a minimum, the following, as related to the selection
of organizations qualified to perform the services requested above:
1. Specialized experience, qualifications and technical competence of the
organization, its principals, project manager and key staff;
2. Ability of the organization to provide innovative solutions;
3. Approach to the project and any unusual problems anticipated;
4. The capacity and capability of the organization to perform the work within the
time limitations;
5. Past record and performance of the organization with respect to schedule
compliance, cost control, and quality of work;
6. Proximity of the organization to the City;
7. Fees or fee structure as may be appropriate for the service to be provided;
8. Availability of financial and operating resources as required to complete the work;
9. Ability of the organization to meet statutory or ordinance requirements;
10. Other relevant criteria as may be developed by the Office of the Comptroller or
the Selection Committee with regards to future proposal requirements. One such
relevant, though not determinative, consideration will be the organization's
commitment to the City of St. Louis.
The Selection Committee reserves the right to interview, or call for a presentation from, any
responding Bidder. The City may request additional submission of information during the
negotiations of the contract.

VI. TERM:
The terms of the contract shall be for three (3) years and six (6) months, with one one
(1) year option for renewal. Contract period (subject to change): July 1, 2026 through
December 31, 2029, unless terminated sooner or extended later as provided in the
Contract.
VII. SERVICE HOURS:
The Contractor shall provide 24/7 365 armed security services to include weekends and
holidays. The Contractor shall notify the City Representative upon arrival and
departure from the service location and shall coordinate all services and activities with
the Center's shift supervisor.
VIII. PAYMENT:
Invoices must not contain any terms, provisions, or conditions, which are in addition to
or in conflict with the Contract. Further, all services pursuant to this Contract are tax
exempt. Therefore, no tax is to be passed through or billed to the City or included
within fixed lump sum charges in any manner, whatsoever. No charges of any kind
shall apply other than those specified to the hours in which the Contractor has supplies
armed security service to the Center. Any invoice not including the correct
documentation will be returned for proper submission on the following billing cycle.
IX. LICENSE / TAXES:
Approval and execution of all contracts with the City and subsequent payments thereon
are conditioned upon all business activities, including general contracting work, being
properly licensed by the License Collector of the City, and that the payment of all City
Taxes being current with the office of the Collector of Revenue of the City.

GENERAL SPECIFICATIONS
SECURITY SERVICES
FOR THE CITY OF ST. LOUIS GATEWAY TRANSPORTATION CENTER
I. PROTECTION OF PUBLIC:
The Contractor shall provide a safe environment for the patrons, employees, and visitors who
utilize the facility.
II. INSURANCE & INDEMNIFICATION
The successful Bidder will be expected to agree to contract terms within ten (10) calendar days
of notice of award.
A. INSURANCE
The Contractor shall procure and maintain during the life of this contract, Workmen's
Compensation Insurance in the amount as required by the Statutes of the State of Missouri,
Commercial General Liability Insurance, and Automobile Liability Insurance the limits of
which shall not be less than the following:
1. Commercial General Liability:
Each occurrence $2,000,000
General Aggregate $3,000,000
2. Automobile Liability:
Combined Single Limit
(each accident) $2,000,000
The minimum limits as set forth above shall not be construed to limit the liability of the
Contractor. Certificates attesting to the coverage as called for in this contract, and naming the
City of St. Louis as additional insured, shall be submitted with the signed Contract. The
insurance afforded by the Contractor shall be primary insurance and non-contributory.
Contractor shall promptly furnish the City with a complete copy of these policies, with signed
contract.
In the event of cancellation of any policy required by this contract by Insurance Company, said
Insurance Company shall inform the Office of the Comptroller by written notification of said
cancellation or alteration in coverage before cancellation or alteration becomes effective.
Notice shall be delivered to the Office of the Comptroller.
In the event of cancellation of any policy required by this contract by the Contractor, said
Contractor shall notify the Office of the Comptroller in writing and receipt thereof shall be
received by the Office of the Comptroller 30 days before such cancellation is effective. Notice
of cancellation shall be directed to the Office of the Comptroller.
If any policy is cancelled before the contract work is complete, Contractor shall ensure that a
satisfactory replacement policy be in force, with notice and evidence of insurance submitted to
the City, prior to the effective date of cancellation of the former policy. There shall be no
lapse of coverage at any time during the contract.
Any insurance provider issuing said certificate of insurance must be authorized to transact
business in the State of Missouri. In addition, the insurance company must have a financial
strength rating of "A-" or better and a financial class size IV or greater as indicated in A.M.
Best's Key Rating Guide (http://www.ambest.com/home/default.aspx).
Such liability insurance coverage must also extend to damage, destruction and injury to City
owned or leased property and City personnel, and caused by or resulting from work, acts,
operations, or omissions of Contractor, its officers, agents, employees, consultants,
subContractors, licensees, invitees, representatives, and independent consultants and, contractual
liability insurance sufficient to cover Contractor's indemnity obligations hereunder. The City will
have no liability for any premiums charged for such coverage, and the inclusion of the City as an
Additional Insured is not intended to, and does not make the City a partner or joint-venture with
Contractor in its operations hereunder. Each such insurance policy must, by endorsement,
provide primary coverage to the City when any policy issued to the City provides duplicate or
similar coverage and, in such circumstances, the City's policy will be excess over Contractor's
policy.
B. INDEMNIFICATION
The Contractor shall defend, indemnify, and hold harmless the City, its officials, agents and
employees from any and all loss, damages, costs, expenses, claims and causes of action
(collectively, "Loss") which may be imposed upon or asserted against the City, its officials, or
employees where such Loss is caused or incurred, or alleged to be caused or incurred, in whole
or in part as a result of the negligence or other actionable fault of Contractor, its employees,
subContractors or affiliates. This indemnity shall apply notwithstanding the joint, concurrent,
contributory or comparative fault or negligence of the City or any third party. Nothing in this
section shall be deemed to impose liability on Contractor to indemnify City when the City's
negligence or other actionable fault is the sole cause of Loss. The Contractor will also use
counsel reasonably acceptable to the City Counselor of the City, or his/her designee, in carrying
out its obligations hereunder.
Contractor further agrees to defend, indemnify and hold harmless the City, its officials,
employees, aldermen, commissioner, board members, or other agents of the City against all
claims, liens, demands or suits which may be asserted by any subContractor, supplier, agent, or
employee of Contractor relating to the Service.
In the event full indemnity pursuant to this section is unenforceable under any law, Contractor
and City shall bear any Loss in proportion to their respective fault.
III. TERMINATION:
Any contract awarded may be terminated by the City for convenience and without cause upon
thirty (30) calendar days written notice delivered to Contractor, in which event Contractor
shall be paid for all work performed up until the date of termination.
Any contract awarded may be terminated by either party for cause upon ten (10) calendar days
written notice delivered to the other should the other party fail substantially to perform in
accordance with the contract's material terms. The non-performing party may use this ten (10)
day notice period as an opportunity to cure any failure to substantially perform. If the
Contractor abandons this contract, it shall indemnify the City against any loss caused by said
abandonment.
IV. ASSIGNMENT OR TRANSFER:
Performance of these services or any part thereof cannot be subcontracted, assigned, or
transferred by the Contractor without written prior consent of the Office of the Comptroller
and any failure to so comply shall be deemed cause for termination of the contract.
V. NON-DISCRIMINATION:
A. Contractor will not during the period of performance under the contract discriminate against
any employee or applicant for employment because of race, color, age, religion, sex, familial
status, disability, sexual orientation, gender identity or expression, national origin or ancestry.
Contractor will take affirmative action to ensure that applicants who are considered for
employment and that employees are treated during employment without regard to their race,
color, age, religion, sex, familial status, disability, sexual orientation, gender identity or
expression, national origin or ancestry. Such action shall include, but not be limited to the
following: employment, upgrading, demotion or transfer; recruitment or recruitment advertising;
layoff or termination; rates of pay or other forms of compensation; and selection for trainees,
interns. Contractor agrees to post notices in conspicuous places, available to employees and
applicants for employment.
B. Contractor will, in all solicitation or advertisements for employees placed by or on behalf of
the Contractor, state that all qualified applicants will receive consideration for employment
without regard to race, color, age, religion, sex, familial status, disability, sexual orientation,
gender identity or expression, national origin or ancestry.
