The Naval Air Systems Command (NAVAIR) intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) on a sole source basis to The Boeing Company (TBC); 6200 J S McDonnell Blvd, St. Louis, MO. This effort will provide continued support to update retrofit F/A-18 A-G and EA-18G Technical Publications, Interactive Electronic Technical Manuals (IETMS), and drawings and to provide Logistics Support Analysis (LSA)/Provisioning labor support (LPD).
This acquisition is being pursued on sole source basis under the statutory authority of Title 10, U.S.C Section 2304(c)(1), as implemented by Federal Acquisitions Regulation (FAR) 6.302-1, “Only one responsible sole source and no other supplies or services will satisfy agency requirements”. Only TBC, as the sole designer, developer, weapons system integrator, and producer of the F/A-18 and EA-18G aircraft, and its subsystems, can produce the drawing updates, LSA/LPD updates, and input all technical manual updates into TBC’s proprietary electronic system; it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. The Contract will have an estimated period of performance of five (5) years. For subcontract opportunities, contact TBC directly.
This contract being synopsized will be a follow on to delivery order N0001921F0881 under BOA N0001921G0006.
Per FAR 16.501-2, an IDIQ contract may be used to acquire supplies and/or services when the exact times and/or exact quantities of future deliveries are not know at the time of contract award. The Government anticipates issuing fixed-price delivery orders under this IDIQ.
This IDIQ effort will allow for the placement of delivery orders from 1 September 2026 through August 3031.
