Description:

Notice is hereby given that sealed or emailed proposals will be received by the City of Arlington Public Works Department, 154 W. Cox, Arlington, Washington 98223, until 2:00 PM, local time on Thursday August 27, 2026, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to perform the project.

A voluntary pre-bid conference will take place at the Arlington Municipal Cemetery office on August 18, 2026, at 11:00 AM. The Arlington Municipal Cemetery office is located at 20310 67th Ave NE, Arlington, WA 98223; please call (360) 403-3428 if you have questions about the pre-bid conference location.

The City of Arlington is requesting a bid for the construction of six (6) columbarium concrete foundations and construction of a columbarium pavilion per provided project design drawings. Contract time will be 30 working days. Work to Include (but not limited to):

1. Ground and subgrade preparation. Excavated material can be disposed of on Cemetery grounds.

2. Forming and construction of six (6) columbarium foundations per the project design drawings.

3. Forming and construction of a concrete pavilion per the project design drawings.

4. Site clean-up and restoration.

Additional Information:

1. Project to be constructed in accordance with Arlington Design & Construction Standards and Specifications.

2. The City of Arlington will stake a corner for the columbarium pavilion; Contractor shall be responsible for all layout and measurements per the project construction drawings.

3. Contractor to have a City of Arlington Business License at the start of construction

4. Work performed under this project is subject to prevailing wage laws.

All bidding and construction is to be performed in compliance with the Contract Documents for this project and any Addenda issued thereto, which are on file with the City of Arlington Public Works Department.

Proposals received after the date and time stated above will not be considered. Immediately following the deadline for submission, the proposals will be opened and read aloud in the Public Works Administration Building located at 154 W. Cox Ave, Arlington, WA 98223. Winning proposals will be posted on the City’s website. Proposals must be submitted on the forms provided with the contract documents. Refer to Instructions to Bidders for more information.

Plans and specifications are available for viewing at the City of Arlington Public Works Department, 154 W. Cox Ave, Arlington, Washington 98223, and will be available on the City’s website, https://arlingtonwa.gov/637/Public-Works-Projects.

The City of Arlington expressly reserves the right to reject any and all bids, to waive minor irregularities or informalities, and to further make award of the project to the lowest responsible Bidder as it best serves the interest of the City of Arlington. No proposal may be withdrawn after the time stated above, or before Award of Contract, unless said award is delayed for a period exceeding sixty (60) calendar days after opening of the proposals, or Bidder withdraws proposal due to error in accordance with Section 1-03.1 of the WSDOT Standard Specifications.

The City of Arlington, in accordance with the provisions of Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
