| Description: | Selected contractors may be utilized for on-call maintenance and emergency mainline repair services. The Contractor must have qualified personnel available to perform excavation below grade and repair or replace damaged or defective piping systems. The Contractor shall demonstrate prior experience with water mainline repairs, roadway restoration, and traffic control, including proper delineation practices. Emergency repair work shall proceed continuously until completion unless otherwise directed by the City. The Contractor shall be capable of performing emergency mainline water repairs ranging from 2-inch to 30-inch diameter pipelines within City limits. At a minimum, the Contractor shall provide the following: • A basic crew of four (4) workers, including one equipment operator, one driver, one foreperson/laborer, and one general laborer. • Appropriate equipment, including but not limited to an excavator, truck, compaction equipment, trench box, trash pumps, walk behind saws, lighting, and necessary tools. • Required materials, including but not limited to traffic control devices, work zone safety delineation, sediment and erosion control materials, buried utility warning tape, and other materials necessary for compliance with safety standards. Contractor shall provide a designated company representative for all office and field communication. Payment shall be based on hourly rates for labor and equipment actively engaged on-site, as required. No payment shall be made for standby (“down”) time or travel time. Contractor must provide T&M sheet at the completion of each approved project. The Contractor shall visit the work site and become fully informed of all existing and controlling conditions, including safety considerations, work area limitations, and site accessibility. The Contractor’s construction plan shall include appropriate measures such as sheeting, shoring, bracing, bridging, or other stabilization methods necessary to protect traffic, utilities, and surrounding infrastructure. The Contractor is responsible for locating and verifying all underground utilities by contacting 811 Dig Alert in compliance with applicable state regulations. The Contractor will be required to provide certified traffic control personnel, if necessary. All excavated materials shall be transported to the City Water Yard for proper disposal. The Contractor shall comply with all applicable local, state, and federal laws and regulations, including those of the Occupational Safety and Health Administration (OSHA). The Contractor shall maintain all required licenses and insurance as mandated by the City and the State to perform the work described in this RFP. It is the City’s intent to establish a pool of approximately four (4) qualified contractors to provide on-call and emergency response services as needed. Selection into this pool does not guarantee any minimum amount of work or any work whatsoever. Work will be assigned on an as-needed basis at the sole discretion of the City, based on operational needs, contractor availability, performance, and other relevant factors. |
