Summary

The Land Reutilization Authority of the City of Saint Louis, Missouri (“LRA” or “Authority”) is seeking bids for General Contracting Services at 5101 Virginia Avenue, historically known as “The Virginia Theater.” LRA plans to stabilize and weatherproof the building for future redevelopment. Utilities are not operational or available onsite.

LRA will receive sealed bids until the deadline listed below, at which time there will be a public bid opening.

BACKGROUND
The Land Reutilization Authority of the City of Saint Louis, Missouri (“LRA” or “Authority”) is
seeking bids for General Contracting Services at 5101 Virginia Avenue, historically known as “The
Virginia Theater.” LRA plans to stabilize and weatherproof the building for future redevelopment.
Utilities are not operational or available onsite.
The Virginia Theatre is a historic neighborhood landmark originally constructed in 1910 for August
A. Busch as a vaudeville and motion picture theater. The building occupies a prominent location at a
Y-shaped intersection and features a unique fan-shaped auditorium design reflective of its site
configuration. The theater was acquired by the Wehrenberg Theatre chain in 1928 and operated as a
neighborhood cinema until May 12, 1956.
The services to be provided through this RFB will be funded by The Coronavirus State and Local
Fiscal Recovery Fund allocated to the City of St. Louis by the United States Department of the
Treasury and passed through the City’s Community Development Administration (“CDA”) to LRA.
All Supplementary Conditions provided as an exhibit to this RFB shall be incorporated into any
contract or sub-contact awarded pursuant to this RFB. To the extent any terms in this RFB conflict
with the Supplementary Conditions in the exhibits, the Supplementary Conditions shall control,
except for the completion date. The work must be completed by September 30, 2026.
INVITATION
The Land Reutilization Authority of the City of Saint Louis, Missouri (“LRA” or “Authority”) will
receive sealed bids for General Contractor Services for 5101 Virginia Avenue until the deadline
listed below, at which time there will be a public bid opening.

PRE-BID MEETING

Prospective bidders will be required to sign a liability waiver upon arrival. Hard hats and appropriate
footwear are encouraged.
Please RSVP your interest in attending this pre-bid meeting to OrrR@stlouis-mo.gov. We will notify
everyone who RSVPs by email if any further instructions or any changes to the schedule are
necessary.
SCOPE OF WORK
The selected contractor shall provide all labor, materials, equipment, permits, supervision, and
related services necessary to complete the following stabilization activities for the Virginia Theatre:
A. Roof Stabilization and Repair: Refer to Exhibit A1 and A3. This scope of work does not
involve a complete roof rebuild, rather a temporary repair. We are looking to make necessary repairs
to prevent leaks and further deterioration. Work is expected to last for a minimum of three years. The
general scope of work is identified in Exhibit A1. The report provided as Exhibit A3 is intended for
informational purposes.
Remove all vegetation affecting the roof system.
Inspect the entire roof system and identify all active leaks, damaged roofing materials,
flashing failures, drainage issues, and structural concerns affecting the roof’s integrity.
Perform all necessary repairs to make the roof watertight and leak-free, including but not
limited to patching, sealing, replacing damaged materials, repairing flashing, and addressing
drainage deficiencies.
Provide temporary or permanent stabilization measures as necessary to prevent further water
intrusion and protect the interior of the building, including gutter and downspout
replacement.
Ensure all roof work complies with applicable building codes, safety standards, and
manufacturer specifications.

B. Interior Cleanout and Disposal: Please refer to Exhibit A2 for a general scope of work related
to interior demolition. The objective is to remove all debris, falling ceiling tiles and frames, free
standing furnishings, and anything that can easily be removed without significant prying or scraping.
Remove all trash, debris, abandoned materials, furnishings, and non-historic contents from
the interior of the building.
Sort, handle, and dispose of all materials in accordance with applicable federal, state, and
local environmental regulations.
Provide proper disposal documentation for waste materials, including hazardous or regulated
materials if encountered.
Leave the interior broom-clean and free of loose debris upon completion of work.
C. Exterior Repairs and Board-Up: Refer to Exhibit A1 for the general scope of work.
Secure all accessible openings, including windows, doors, and other vulnerable entry points,
with professional-grade board-up materials. See Exhibit A1 for additional specifications.
Install board-up systems in a manner that protects the historic structure while providing
durable security against unauthorized entry, vandalism, and weather exposure.
Ensure all board-up installations are neat, secure, and compliant with City of St. Louis
property maintenance requirements.
Remove trees and other vegetation growing out of the cornice and walls.
Remove or secure any loose exterior elements that may pose a safety hazard.
E. Permits and Compliance
Obtain all necessary permits and approvals required for the work, including building permits,
street or sidewalk permits, and any other applicable authorizations.
Comply with all applicable federal, state, and local laws, ordinances, regulations, and safety
requirements.
Coordinate with LRA representatives regarding access, scheduling, and progress updates
throughout the project.
E. Deliverables: The contractor shall provide the following deliverables upon completion of the
project:
Final roof inspection report documenting repairs performed.
Waste disposal manifests and documentation.
F. Type of Contract:
The project will be constructed under a single prime contract. Utilization of subcontractors is
allowed and encouraged.
Contractors are required to field verify quantities of each Scope of Work item and provide
those quantities on the Bid Form (Exhibit C). Any quantities listed in any Exhibit are for
informational purposes only.
